On August 23, 2022, the Bac Ninh Industrial Zones Authority in collaboration with the Department of Natural Resources and Environment, the Department of Transport, the Department of Construction, Department of Agriculture & Rural Developmentand the People's Committee of Que Vo District, held a Conference on removing difficulties and obstacles, accelerating the implementation of IP technical infrastructure investment and development projects in Que Vo district.

Attending
and chairing the conference were Mr. Le Hong Phuc - Provincial Member,
Secretary of the Que Vo District Party Committee; Mr. Nguyen Duc Loi - Standing
Deputy Secretary of the District Party Committee; Mr. Dang Van Tuan, Deputy
Secretary of the District Party Committee, Chairman of the District People's
Committee; Mr. Nguyen Van Phuc, Director of the Bac Ninh Industrial Zones Authority, and leaders of provincial departments and branches; Leaders and
specialized departments under the District People's Committee and the Bacninh IZA;
Leaders
of industrial park infrastructure development and investment companies in the district and
leaders of communes whose land is located in the industrial zone planning.
At the
Conference, delegates listened to reports of leaders of industrial park infrastructure development
investment companies, including: Kinh
Bac Urban Development Corporation - JSC (Investor of Que Vo Industrial Park);
IDICO Industrial Park and Urban Development Investment Joint Stock Company
(Investor of Que Vo Industrial Park II – Phase 1); Nhan Dat Tien - Que Vo Co.,
Ltd (Investor of Que Vo Industrial Park II - Phase 2); EIP Industrial Park
Infrastructure Development Investment Company Limited (Investor of Que Vo
Industrial Park III – Phase 1); Manh Duc Group Joint Stock Company (Investor of
Que Vo Industrial Park III – Phase 2). They reported on the situation and progress of investment and construction of industrial park infrastructure projects
over the past time; clearly state
the difficulties and problems. Delegates at the Conference have
listened those reports and discussed solutions to speed up the compensation and site
clearance for these projects.
Thereby conducting investment in building technical infrastructure of industrial parks, attracting investors and promoting the development
of the district in the coming time.
According to
reports, the main difficulties affecting the implementation progress of
industrial park projects are
the progress of compensation and site clearance, the escalating price of
materials, especially of construction
materials, the transportation cost
burdened by rising fuel costs in recent years.
Specifically:
According to the report of Kinh Bac Urban Development Corporation: The
company has been conducting compensation and site clearance for the
construction of clean water factory in Nam Son - Hap Linh Industrial Park. The
connection of roads in the IP with road DT.278B has not been done, leading to
traffic jams on roads in the IP. The IP’s rainwater drainage system is
connected to the DT.278 road drainage system, however, the system of connecting
pipes and connecting cores is not suitable, leading to slow drainage. The
Company requested the Land Clearance Compensation Committee to speed up the
progress so that the Company would soon have a report on land handover. It
suggested the related industries to handle traffic jams and water drainage in
the industrial park.
IDICO Industrial Park and Urban Development Investment Joint Stock
Company proposed to be supplemented the land use plan and land allocation in
the field with an area of about 50 hectares.
EIP Industrial Park Technical Infrastructure Development Investment Co.,
Ltd proposed that the Department of Agriculture and Rural Development should
have a plan to straighten Hien Luong canal to have land to hand over to
secondary investors.
Manh Duc Group Joint Stock Company is facing difficulties in compensation
and site clearance on the land area of Que Tan and Phu Luong communes due to
unclear land data records.
On the side of the People's Committee of Que Vo District: Request Kinh
Bac Urban Development Corporation - JSC to coordinate with the District
Compensation and Site Clearance Council to develop a plan to protect the
construction of the raw water pipeline of the clean water Factory in Nam Son -
Hap Linh Industrial Park (for case 01 household does not receive compensation).
It is recommended that IDICO Company coordinates with the District Department
of Natural Resources and Environment and the Department of Natural Resources
and Environment to jointly complete the dossier to speed up the handover of
about 50ha of land according to the proposal. Suggest Manh Duc Group Joint
Stock Company to focus on site clearance in the area of Phu Luong commune;
Similarly, Nhan Dat Tien Co., Ltd. is proposed to focus on compensation and
site clearance in the area of Duc Long commune.
The Bacninh IZA received comments from Que Vo district and departments
and branches. For Kinh Bac Urban Development Corporation - JSC, the Bacninh IZA
suggested the company proactively implement specific contents to ensure
production and business activities of the industrial park, of secondary
enterprises. It is recommended that infrastructure development investment
companies should accelerate compensation, site clearance and investment in
construction of technical infrastructure of industrial parks according to the
approved planning, promote business activities and attract effective
investment.
After
listening to the investors of industrial parks reporting on the situation and
progress of investment and construction of industrial park
infrastructure; difficulties and problems along with the exchange and
discussion ideas of the members attending the Conference; Director of the Bacninh IZA has suggested that departments,
specialized branches and consulting units coordinate with Que Vo
district to focus on speeding up the resolution and removal of shortcomings and
problems, creating favorable conditions for investors to accelerate project
implementation; calling on secondary investors to carry out investment projects
to speed up the filling up of the industrial park. At the same time, it is
suggested that industrial park investors need to be more determined, take
measures to build synchronous and modern industrial parks to meet the needs of
investors and meet the requirements of industrial park development./.
