I/ MR. BUI HOANG MAI - DIRECTOR

The Director of Bac Ninh IZA is responsible to the People's Committee of Bac Ninh province for the comprehensive management and administration of all activities of the Bac Ninh IZA in accordance with the law; directly in charge of a number of fields of activity:

1. Be in charge of organizational work, finance, salary, training, rewarding and discipline for civil servants, public employees and employees in the agency.

2. To advise and assist the Provincial Party Committee and Provincial People's Committee on the development strategy, planning and implementation plan to build and develop industrial zones in Bac Ninh province; to formulate domestic and foreign investment promotion plans.

3. Responsible for reporting to the Provincial People's Committee, Ministries, and Central branches; keep contact with relevant agencies about the activities of the IZs; develop and implement regulations to coordinate with local agencies and departments on issues related to Bac Ninh industrial zones.

4. To take account of Bac Ninh Industrial Zones Authority; To manage the Bac Ninh IZA's annual general financial revenue and expenditure plans according to the State's current regime.

5. Directly in charge of the Investment Management Department in accordance with the IZA's Operation Regulations.

6. To sign investment registration certificates, adjusted investment registration certificates; decide to terminate project activities; and revoke investment certificates for projects invested in Bac Ninh IZs according to their competence.

7. To sign decisions and documents as decentralized and authorized by ministries, central agencies and Chairman of Bac Ninh Provincial People's Committee in accordance with the provisions of Decree No. 82/2018/ND-CP dated May 22, 2018 by the Government providing regulations on the management of industrial parks and economic zones (effective from July 10, 2018) and related legal regulations.

8. To sign: Confirmation of the documents of the contract in principle of subleasing land in the IZ; Construction permit; Modification of Construction Permits; Extension of construction permits for investment projects in Bac Ninh Industrial Park.

9. Within his powers, the Director can authorize the Deputy Directors to perform certain tasks.

II/ DEPUTY DIRECTORS

The Deputy Directors of the Bac Ninh IZA are responsible to the Director of the Bac Ninh IZA and before the law for the duties and powers assigned by the Director, specifically as follows:

1. Mr. Nguyen Duc Cao - Deputy Director:

a) In charge of departments: Representative office of industrial zones, Department of Planning and Construction Management in accordance with the Board's Operation Regulations.

b) In charge of operations of industrial zones: Que Vo 1, Que Vo 2, Que Vo 3, An Viet 6, Dai Dong - Hoan Son.

c) In charge of compensation and site clearance of industrial zones.

d) Responsible for the protection of security, order, social safety and fire prevention and fighting in the industrial zones of Bac Ninh.

đ) In charge of 06 projects to develop service activities in the industrial zones of Bac Ninh by Decision of the Provincial People's Committee.

e) Responsible for performing other duties when assigned or authorized by the Director of Bac Ninh IZA.

2. Mr. Mau Quang Thang - Deputy Director:

a) In charge of departments and units: Department of Labor Management, Inspection of the Board according to the IZA's Operation Regulations.

b) In charge of operation of industrial zones: Thuan Thanh 1, Thuan Thanh 2, Thuan Thanh 3, Gia Binh 1, Gia Binh 2.

c) Responsible for performing other duties when assigned or authorized by the Director of Bac Ninh IZA.

3. Mr. Nguyen Duc Long - Deputy Director:

a) In charge of departments and units: Department of Enterprise Management, Industrial Zone Investment and Development Support Center according to the Board's Operation Regulation.

b) Monitor activities of political and social organizations in the Bac Ninh IZA; Keep regular contact with the Trade Union of Bac Ninh Industrial Zones.

c) In charge of operations of industrial zones: Yen Phong 1, Yen Phong 2, Tien Son, Hanaka.

d) Responsible for performing other duties when assigned or authorized by the Director of Bac Ninh IZA.

4. Mrs. Le Thi Thu Huyen - Deputy Director:

a) In charge of offices, units: Offices (including: Office of the Board, Division of receiving and returning results of the Board at the Provincial Public Administration Center); Environmental Management Department according to the Board's Regulations.

b) To act on behalf of the Director of the Executive Board to manage financial revenues and expenditures; to sign monthly, quarterly and annual receipts of revenues and expenditures of the agency as authorized.

c) In charge of operating industrial zones: VSIP Bac Ninh, Nam Son - Hap Linh.

d) Responsible for performing other duties when assigned or authorized by the Director of Bac Ninh IZA.

III/ RESPONSIBILITIES AND RIGHTS OF THE LEADERS IN CHARGE OF INDUSTRIAL ZONES

The Board leaders assigned to be in charge of industrial zones have the following duties:

1. Capture and monitor all activities of assigned industrial zones; Closely coordinate with the leaders of the Board in charge of professional work related to the activities in these industrial zones.

2. Keep regular contact with the leaders of industrial zone infrastructure development investment companies and localities with industrial zones; Direct the industrial park infrastructure investors in implementing compensation for site clearance, building technical infrastructure in the industrial zone according to approved detailed planning; Regularly urge, inspect and supervise the progress and process of investment, construction and development of industrial zones.

3. Hold regular briefings once a year with infrastructure companies to grasp, resolve and remove difficulties and problems related to the process of investing and building infrastructure in industrial zones.
