Theme: “Leading and directing the organization of the Whole People's Day to  national security in enterprises, shortcomings, limitations and causes; directions and solutions to effectively organize the Whole People's Day to protect national security in industrial parks"

In 1998, Bac Ninh Industrial Zones Authoiry (IZA) was established; In 2000, Tien Son Industrial Park - the first industrial park of Bac Ninh province was started construction. After nearly 25 years of construction and development, up to now, Bac Ninh has had 16 industrial parks approved by the Prime Minister with a total area of ​​more than 6,300 hectares and 24 infrastructure projects. Currently, 12 industrial zones have been put into operation;  more than 1,809 secondary projects have been granted investment registration certificates with a total newly and adjusted registered investment capital of 23,655.7 million USD, of which nearly 1,200 project is in progress. For many years, the Bac Ninh IZA has always been in the top of the Management Boards in the country in terms of investment attraction results as well as the value created from the operation of industrial parks. Up to now, the industrial parks are growing stronger and stronger. The organizational structure of the Bac Ninh IZA has also gradually matured and completed. The Bac Ninh IZA's collective always strives to successfully complete assigned political tasks, making an important contribution to the economic structure transformation of the province in the direction of increasing the proportion of industry and services, reducing the proportion of agriculture, striving to become a city directly under the Central Government.

In 2022, 40 projects have been put into operation, bringing the accumulated total number of projects into operation to 1,190 ones. Industrial production value reached 1,425,036 billion VND (exceeding 10% of the plan and increasing 13% compared to 2021); Exports reached 41.1 billion USD (beyond 11% of the plan and increased by 7% compared to 2021); Imports reached 33.69 billion USD (32% higher than the plan and increased 23% compared to 2021); State budget payment reached 13,125 billion VND (5% higher than the plan of the year and the same period last year).

Regarding the leadership and direction of organizing the Whole People's Day for National Security Protection in enterprises:

1. The performance:

- Immediately after receiving the Instruction No. 2176/HD-UBND dated June 26, 2020 of the Provincial People's Committee on organizing the annual Whole People's Day for National Security Protection; the Party Committee and collective leadership of the Bac Ninh IZA have fully requested all Party members, officials and employees to seriously and effectively implement: (1) the Instruction No. 2176/HD-UBND dated June 26, 2020 of the Provincial People's Committee; (2) the Plan of the provincial Steering Committee 138 on organizing the annual Whole People’s Day for National Security Protection; (3) the guiding documents of the Block Party Committees of agencies and businesses on the organization of the Whole People's Day for National Security Protection every year.

- The Party Committee and collective leadership of the Bac Ninh IZA has issued a plan to organize its annual Whole People’s Day for National Security Protection. Based on this plan, the functional departments and units under the Bac Ninh IZA strictly and effectively implemented the contents of the Plan on  organization of the Whole People's Day for National Security Protection.

2. Propaganda on "The Whole People's Day for National Security Protection"

The Party Committee of the Bac Ninh IZA always determineds that the work of preventing and fighting crime and building a movement of the whole people to protect national security is one of the important and central tasks, which should be focused on directing, organizing and implementing. To associate this work with professional tasks and other emulation movements of the unit.

Therefore, in order to raise awareness for officials, party members, employees, business owners, company managers, labourers about the position, role and importance of ensuring security and building a movement of all people to protect national security, the Party Committee and collective leadership of the Bac Ninh IZA gathered and directed functional departments and affiliated units to strengthen the propaganda, dissemination and education of the law and guiding documents of the Provincial Party Committee, People's Committee, Steering Committee 138, Party Committee of the Block of Provincial Agencies and Enterprises on National security protection, focusing on: Directive No. 09-CT/TW, dated December 1, 2011 of the Secretariat on strengthening the leadership of the Party for the All-People Movement for National Security Protection; Directive No. 14/CT-UBND dated October 22, 2019 of the Provincial People's Committee on promoting the movement of all people to protect national security in agencies, businesses and schools to meet the requirements of the task of ensuring security and order in the new situation; Instruction No. 2176/HD-UBND dated June 26, 2020 of the Provincial People's Committee on the organization of the All-People's Day to protect national security....

Particularly in 2022, the Bac Ninh IZA held a conference to propagate directly and online about the all-people movement to protect national security in association with the propaganda of Resolution 71 on culture and a number of other contents, at ít headquarters and to online points at IP enterprises. The construction of the movement of all people to protect national security is associated with the implementation of political tasks of agencies and units; associated with production and business development objectives of industrial park enterprises in an appropriate form; contributing to well performing the task of protecting national security and maintaining social order and safety in the province.

3. Organization of the Whole People's Day for National Security Protection

In 2022, the Party Committee of the Bac Ninh IZA has focused on directing its functional departments and affiliated units to guide companies and enterprises in industrial parks in the province to organize activities on the Whole People’s Day of the National security protection in diverse forms such as: organizing propaganda sessions, law research contests, business and employee dialogue forums; hanging hundreds of banners and slogans in response to the Festival; organizing giving gifts and rewards to workers, employees, agencies, enterprises... Through the activities of this Day, officials, party members, enterprises and employees are propagated, disseminated and educated the law on the work of ensuring national security and building a movement of the whole people to protect national security. Thereby, improving the awareness of officials, party members, leaders, directors of companies and employees about the sense of law observance and the work of ensuring security at agencies, enterprises and companies. in the direction of "self-management, self-defense, self-protection".

4. The work of rewarding and encouragements on the occasion of this Day and strengthening the protection force of agencies and businesses

In the past year, the Party Committee and the leadership of the Bac Ninh IZA have always paid attention to and well implemented the regimes for the security forces of agencies and enterprises; Every year, the Bac Ninh IZA organizes visits and gives gifts to the security forces on holidays and Tet and organizes rewards and encouragements during the Whole People's Day for protect National Security Protection (worth 500,000 VND).

At the same time, the BIZA has also instructed and suggested companies and businesses in industrial parks to organize visits and give gifts for their workers, employees and security forces. Thereby, encouraging them to be more active in their work; strengthening the work of security protection and crime denunciation; and building a movement for the whole people to protect National security.

Leaders of the bac Ninh IZA also regularly pay attention and focus on sending officials, employees, guards to participate in training courses on crime prevention skills organized by the Provincial Police; at the same time, paying attention to fully equipping support tools for the agency's security forces.

5. Coordination with local authorities, Provincial Police, City Military Command

The Bac Ninh IZA always pays attention and does a good job of coordinating with specialized forces to ensure security and safety such as: Provincial Police; City Military Command; Suoi Hoa Ward Police... In which, the Bac Ninh IZA signed a regulation on coordination with the Provincial Police and City Military Command on the work of ensuring security.

- Coordinating with Division PA04 (Provincial Police) to research and develop typical models in ensuring information security at IP enterpries (in 2022, dossiers of building 01 typical model were completed).

* Existence, limitations:

However, the organization of the implementation of the Whole People's Day for National Security Protection in industrial parks still has some limitations and problems such as:

- The Bac Ninh IZA does not have expertised staff in building the movement of all people to protect national security and organizing the whole People's Day to protect national security; It’s just a unit coordinating in ensuring security and implementing the movement of all people to protect national security in industrial parks; Therefore, it is mainly to carry out popular propaganda; have not fully grasped the content and method of implementing the Whole People’s Day for National Security Protection at the agency and guiding the implementation at industrial parks.

- The period of 2020-2021 is the peak of Covid-19 epidemic prevention and control, so most businesses focused on this work, in 2022, they concentrated on overcoming difficulties and restoring production and business activities. business. Moreover, due to insufficient awareness and insufficient attention, the building of movements in private enterprises and FDI enterprises has not been carried out regularly. The propaganda to organize the Whole People's Day for National Security Protection at IP enterprises has not been highly effective.

- Some industrial parks are located in areas that still have potentially complex factors in terms of security and order, so there are still cases of theft, etc. It still occurs the situation of enterprises going bankrupt with owners abandoning, leaving great consequences for workers and society.

- The construction, consolidation and replication of advanced models and examples in the movement of all people to protect national security in industrial parks have not achieved the desired effect.

- The construction of full-time and part-time security forces in some industrial park enterprises has not yet ensured sufficient quantity and quality in accordance with regulations.

* Solutions and directions in the coming time:

In order to improve the quality of the construction of the movement of all people to protect national security in general and the organization of the Whole People's Day for national security protect in particular at industrial parks, the Bac Ninh IZA proposes directions and main tasks as follows:

1. Continue to propagate and thoroughly understand the implementation of Plan No. 88-KH/TU, dated June 14, 2019 of the Bac Ninh Provincial Party Committee on the implementation of Conclusion No. 44-KL/TW, dated January 22, 2019 of the Secretariat and relevant guiding and guiding documents such as Directive No. 09-CT/TW dated December 1, 2011 of the Secretariat, Directive No. 14/CT-UBND dated October 22, 2019 of the Provincial People's Committee; Instruction No. 2176/HD-UBND dated June 26, 2020 of the Provincial People's Committee. Timely promulgate documents concretizing the direction of superiors on performing the task of ensuring security and order, implementing the movement of emulation of all people to protect national security at enterprises. Enhancing the role of business owners in implementation and the role of mass organizations, especially grassroots trade unions in enterprises, in carying out propaganda work.

2. Continue to raise awareness, spirit and responsibility of investors, business owners and employees in ensuring security and order, enthusiastically emulating to implement the movement of all people to protect national security. Annually, the BIZA cooperates with specialized agencies in urging and guiding the organization of the Whole People's Day for National Security Protection in industrial parks.

3. Coordinate with competent agencies in directing IP enterprises to develop and improve the quality of forms of self-management, self-defense and self-defense at enterprises. Ensure that this Movement must be integrated with the implementation of production and business activities of enterprises, associated with annual campaigns and emulation movements.

4. Effectively promote various types of propaganda suitable to the current situation, combining traditional methods with the application of information technology so that industrial park enterprises can update information promptly and regularly on security and order situation; raise vigilance against plots and sabotage activities of hostile forces and reactionary objects; raise the sense of law observance and responsibility in fighting against crime and social evils, in implementing the movement of the Whole People's Day for National Security Protection.

5. Continue to amend, supplement and sign the Regulation on coordination with the Provincial Police in ensuring security and order, social safety, fire and explosion prevention in industrial parks in the province. Promote coordination with the Provincial Police, the Provincial Fatherland Front and other departments and mass organizations in the province.

6. Regularly grasp and urge industrial park enterprises to organize the implementation; promptly encourage, discover and propose to reward examples of good people, good deeds, good experiences of enterprises and workers in industrial parks in the construction and implementation of the Movement of All people to protect national security, in organizing the Whole People's Day for National Security Protection; direct enterprises to overcome their loopholes and weaknesses in the implementation process.

7. Promote coordination in grasping the situation and solving related cases; Focus on social security work for employees; Thereby, ensuring the efficiency of production and business activities, contributing to socio-economic development, maintaining security and order, ensuring social safety at agencies, units and industrial parks in the province. ./.
