In order to continue to create an open, transparent and
competitive investment environment compared to the other localities in the
country, worthy of a safe and reliable destination for the investors, in 2021,
Bac Ninh is determined to promote the administrative reform in all fields with
many synchronous solutions, the participation and responsibility of the whole
system from the provincial level to the department, branch, district, town and
city level. That determination is concretized through creating best conditions
for the investors, enterprises and organizations to handle the administrative
procedures at the Public Administration Center. Up to the present time, basically
the quantity of administrative procedures under the jurisdiction of the
departments, branches have been resolved at the Public Administration Center of
the province. In which, 100% of dossiers are resolved early and on time; Some
departments and branches have brought 100% of administrative procedures under
their jurisdiction to resolve at the Center such as the Department of Planning
and Investment, the Department of Construction, the Department of Transport…
Recently,
the Provincial People’s Committee has continued to issue the official document
on reviewing, reducing and simplifying the regulations on administrative
procedures related to the production and business activities. Accordingly, the
Provincial People's Committee requested the Departments and branches of the
province; agencies and organizations in the vertical line based in the
locality; People's Committees of the districts, towns and cities to review and
coordinate with the relevant agencies and units to propose to reduce
implementation time and build linkage in resolving the administrative
procedures and group of administrative procedures related to the business
activities of the organizations and individuals in the province. For the units
with many administrative procedures related to the business activities such as:
Department of Planning and Investment, Department of Construction, Department
of Natural Resources and Environment, Department of Labor - Invalids and Social
Affairs, Bac Ninh Industrial Zones Authority... reduce the implementation time
at least 20% of the time as regulated. At the same time, propose the competent
authorities to reduce and simplify the unnecessary, unreasonable, illegal
regulations that are a barrier to cause difficulties to the operation of the
enterprises, with the goal of at least 5 - 10% of regulations and at least 10%
of regulatory compliance costs related to the business activities; it is
proposed to build linkage with at least 2 related groups of administrative
procedures.
Clearly
determining that the evaluation and satisfaction of the investors, enterprises
are also the most valuable reward, contributing to the sustainable development
of the province. Therefore, in order to better perform the enterprise support,
at the recently issued Document No. 977/UBND-KTTH, the Chairwoman of the
Provincial People's Committee Nguyen Huong Giang affirmed: “The Provincial
People's Committee commits that all reflections, recommendations of the
enterprises are kept confidential and resolved in a timely manner”. With the
motto “Bac Ninh always accompanies the enterprises, the success of the
enterprises is also the success of the province”, the Provincial People's
Committee commits to always support and create the most favorable conditions
for the enterprises to develop in the spirit of “listening - understanding”. At
the same time, calls on the enterprise community to join hands on contribution
to improving the investment environment of the province by promptly reflecting
the difficulties, problems and shortcomings in the policies and harassment and
troubles of the cadres (if any, please specify full name and working unit).
From there, the province will have appropriate solutions and policies to
improve the business environment and enhance the provincial competitiveness,
make Bac Ninh continue to be an attractive destination for the domestic and
foreign investors.
