The guidance contents of the Chairwoman of
Bac Ninh People's Committee are specifically as follows:
“1. Temporary suspend the inspection for
the enterprises in Appendix 2, enclosed with the Decision No. 1977/QD-UBND
dated November 29, 2019 of the Chairwoman of the provincial People's Committee,
on approving the Socio-economic inspection and anti-corruption Plan in 2020.
Assign the Provincial Inspectorate to organize the implementation according to
the regulations.
2. For unscheduled inspection and
examination at the enterprises: the inspection and examination agencies, units
and delegations of the province are only permitted to conduct unscheduled inspection
and examination when they detect signs of law violation and must obtain the
consent from the Chairwomen of the Provincial People's Committee. The persons
who make inspection and examination decisions; heads of inspection and
examination groups; specialized inspection civil servants must bear
responsibility to the law and the provincial People's Committee for making
conclusions, clarifying the causes, level of violations and handling for the
related organizations, individuals according to the determined signs as a basis
for making unscheduled inspection and examination decisions.
Do not expand the scope of inspection and
examination beyond the content of the unscheduled inspection and examination
decision; In the special case, a written report is required to consult the
Chairwoman of the provincial People's Committee.
3. Bac Ninh Institute for Socio-economic
Development Studies notifies the contents of this Official document to the
enterprises within the province; provides telephone number, receives the
reflection information from the enterprises in the case that the inspection and
examination do not comply with the regulations.
Request the related departments, sectors
and localities, agencies and units to strictly implement the above contents, in
the case of violation, the head of the agencies, units, localities must bear
responsibility to the Chairwoman of the provincial People's Committee./.”
