I.MANAGEMENT OF ADMINISTRATIVE REFORM
1. Administrative reform plan
- The Bac Ninh Industrial Zones Authority has issued the administrative
reform plan for 2021 in accordance with the guiding document of the Provincial
People's Committee;
- The criteria of the plan have been closely directed by the Bac Ninh IZA
and achieved 100% of the plan.
2. Regarding the organization, direction and administration of
administrative reform
- The Bac Ninh IZA has issued 18 documents
to direct and manage the effective implementation of PAR, specifically: 04
plans (PAR Plan 2021, PAR Communication Plan 2021, Plan reviewing and
evaluating administrative procedures in 2021, the Plan on Controlling
Administrative Procedures and implementing the one-stop-shop mechanism,
one-stop-shop in handling administrative procedures under the handling
competence of the Bac Ninh Industrial Zones Authority in 2021); 04 quarterly,
6-monthly and full year 2021 PAR reports; 10 irregular reports on administrative
reform to the Provincial People's Committee, Department of Information and
Communications, Provincial Institute of Socio-economic Development. 100% of the
contents of the above plans and reports comply with the directives of the
Provincial People's Committee and the proposals of the Departments.
- Monthly, through briefings, the
leadership of the Steering Committee of the Office of the Board of Directors
will notify the departments and units directly under them to urge the
implementation of administrative procedures in accordance with the procedures
and regulations.
- Conduct evaluation of
administrative reform performance in monthly agency briefings;
- The year-end review and
evaluation in Party and government organizations is associated with the
assessment of the performance of administrative reform tasks, focusing on

procedure reform
- The development and issuance of
the PAR Inspection Plan of the Bac Ninh IZA is carried out in parallel with the

- The IZA regularly reviews

4. Regarding PAR propaganda work

- Especially, on July 17, 2020,
the Bac Ninh Industrial Zones Authority

the Bac Ninh IZA

legal documents at the Bac Ninh Industrial Zones Authority is 100% according to

procedures issued under the Decisions of the Provincial People's Committee.

the People's Committee of Bac Ninh province on the publication of the list of

Currently, the set of
Administrative Procedures under the jurisdiction of the Bac Ninh IZA includes
42 administrative procedures in 04 fields: Investment Management (21
administrative procedures); International Trade (05 administrative procedures);
Employment Sector (08 administrative procedures); Construction field (08
administrative procedures).
The number of online public
services is 18 administrative procedures (accounting for 42.86%) of which:
Level 3 services are 14 administrative procedures, accounting for 33.33%;
online public services at level 4 is 04 administrative procedures, accounting
for 9.52%.
The number of administrative
procedures performed "5 on the spot" at the Provincial Public
Administration Center is 10 administrative procedures, accounting for 38.46% of
the 26 administrative procedures with records.
- Create the most favorable
conditions for organizations, individuals and businesses to access legal
documents, specifically: individuals and businesses can be directly advised by the
staff at the headquarters of the Bac Ninh IZA (through the administrative
procedure reception department, the profesional divisions); through the

based on the guiding documents of the upper-level ministries to promptly amend,
supplement and issue new administrative procedures in accordance with the content
of legal documents and new regulations of the Central Government. Specifically,
the IZA had Report 09/TTr-BQL dated July 30, 2021 on announcing the newly
issued administrative procedures; Modified administrative procedures; Canceled
or abolished administrative procedures fall under the jurisdiction of the IZA
and the attached list of administrative procedures to submit to the Provincial
People's Committee.
2.2. Regarding the review,
evaluation and implementation of regulations on simplification of
administrative procedures:
- The issuance of the plan to review and
evaluate administrative procedures at agencies and units according to the
provisions of Decree No. 63/2010/ND-CP dated June 8, 2010 of the Government on
control of administrative procedures and the annual plan to review and evaluate
administrative procedures of the Provincial People's Committee.
The Bac Ninh Industrial Zones Authority
regularly reviews administrative procedures under its jurisdiction to simplify
administrative procedures. However, because the IZA has researched and
simplified administrative procedures in terms of the minimum down time to
ensure the quality of administrative procedures to be resolved, in 2021: to
ensure the quality of results of administrative procedures. then the settlement

application in the settlement of administrative procedures.
2.3. Regarding the publicity of administrative procedures:
- Publicize 100% of
administrative procedures at the headq uarters
of the Bac Ninh IZA according to the regulations of the Government and the
province at the Provincial Public Administration Center as well as on the
provincial portal and on the website of the Board (iza.bacninh.gov.vn). At the
same time, update the date change content when there is an adjustment in
administrative procedures.
Contributing to
improving the efficiency of the “One-Stop” Department; To create the best
conditions for handling administrative procedures of enterprises, right from
the establishment of the Provincial Public Administration Center, the IZA has carried out to bring all 100% of administrative
procedures under its jurisdiction to perform at the Provincial Public
Administration Center
according to the Decision on announcing administrative procedures at the
Provincial Public Administration Center of the People's Committee and currently the

procedures, accounting for 11,905.
- To perform well in receiving dossiers and returning results via public
postal services according to Decision No. 45/2016/QD-TTG dated October 19, 2016
of the Prime Minister.
- The Bac Ninh IZA maintains strict implementation of regulations on
measuring the satisfaction of people and businesses with the service of the
agency according to the scheme of the Ministry of Home Affairs and the plan of
the Provincial People's Committee. The level of people's satisfaction with the
service of the Department's civil servants at the Provincial Public
Administration Center achieved high results.
3. Organizational reform of
the state administrative apparatus
3.1. Results of the
review of positions, functions, tasks, powers, organizational structure and
payroll of agencies and units:
a/ Evaluate the organizational model and
operational quality of the IZA:
-Based on: Decree No. 82/2018/ND-CP, dated May
22, 2018 of the Government on management of industrial parks and economic zones

3787/UBND-KTTH, dated October 30, 2020 on review and registration of projects and reports in the full-term
working program of the Provincial
Party Committee; Report No. 31/BC-UBND, dated April 22, 2021 on some results of the implementation of tasks in
April 2021 and key tasks in May 2021; Official Dispatch No. 2109/UBND-KTTH,

Pursuant to Document No. 1076/BQL-VP dated
November 12, 2020 of the Bac
Ninh IZA on registration of
projects and reports in the full-term working program of the Provincial Party
Committee.
The Bac N inh IZA has
developed a Draft Decision of the Provincial People's Committee on regulations
on the position, functions, tasks, powers, organizational structure and
staffing of the Bac Ninh IZA,
and at the same time sent the draft Decision and Regulation mentioned above for
comments from 08 relevant departments in the province, including: Department of
Construction, Department of Industry and Trade, Department of Finance,
Department of Natural Resources and Environment, Department of Home Affairs,
Department of Labor - Invalids and Social Affairs, Department of Planning and
Investment, Department of Justice of the province. The Bac Ninh IZA has synthesized the comments of the
above-mentioned departments and branches and revised, supplemented and
completed the draft to report to the Provincial People's Committee. (There is a

- In December 2020, the Ministry of Planning and Investment issued Circular
No. 12/2021/TT-BKHDT guiding the functions, tasks, powers and organizational
structure of the Management Board of industrial parks and processing zones.

- The Ministry of Planning and Investment has developed a Draft Decree to
replace Decree No. 82/2018/ND-CP, and has organized to collect opinions from
Management Boards twice:

The Bac Ninh IZA has
submitted comments to the Ministry of Planning and Investment (Document No.
994/BQL-DT, dated June 23, 2021 for comments on the Draft Decree replacing Decree No. 82/2018/ND-CP).

The Bac Ninh IZA
submitted comments to the Ministry of Planning and Investment (Document No.
1380/BQL-VP, dated July 27, 2021 on comments on the Draft Decree replacing the Decree No.82/2018/ND-CP).
- Therefore, the Bac Ninh IZA has made a written report and asked the Provincial People's Committee to
allow the agency to delay the reporting deadline for the implementation of
Decree 82/2018/ND-CP in the program, which is the work of the Provincial Party
Committee October 2021 until the Draft Decree to replace Decree 82/2018/ND-CP
of the Government Regulations on management of industrial zones and economic
zones is officially issued.
- Review and develop reports on organizational structure and personnel work
to be sent to the Department of Home Affairs of the province, such as: Report
on the implementation of Decree No. 68/2000/ND-CP and proposals for use, labor
contract mechanism in administrative agencies and public non-business units (no.01/BC-BQL, dated January 5, 2021);
Report on the implementation of personnel organization for the period 2017-2021
(no. 122/BC-BQL, dated
November 9, 2021); Report on the situation and results of payroll management
associated with employment positions in the period 2016-2021, proposing
payroll for the period 2022-2026 and
annually (no. 94/BC-BQL,
dated September 1, 2021);
Report on preliminary results of implementation of Resolution No. 39-NQ/TW
dated April 17, 2015 of the Politburo on downsizing and restructuring staff (no.74/BC-BQL, July 16, 2021).
3.2. Regarding the inspection and assessment of the organization and
operation of the unit
- Maintain well the
operation regulations of the Bac Ninh IZA and 01 non-business
unit under it (the Center for Investment and Development of Industrial Parks).
- Maintain the
effective operation of the Administrative Procedure Receipt Department at the
Provincial Public Administration Center, the specialized administrative
procedure-handling divisions under the IZA's handling competence
to properly perform professionally and promptly handle administrative
procedures dossiers.
3.3. About the implementation of management decentralization
- The Bac Ninh IZA strictly implements Plan No. 245/KH-UBND dated July 6, 2018 of the
People's Committee of Bac Ninh Province and directs the province to arrange the
number of deputy heads, according to which there is no Any department or
affiliated unit has more than 02 deputy heads.
- Continue to perform
tasks according to the authorization and decentralization mechanism according
to the current regulations of the Government and the Provincial People's
Committee.
3.4. The implementation of the modern one-stop mechanism
- The promulgation of
regulations, coordination regulations, innovation of working processes and ways
to improve the efficiency of business resolution when coming to work is always

- Maintaining the
effective operation of the Administrative Procedures Receiving Department at
the Provincial Public Administration Center, as well as the operation of
specialized departments at the Department. Currently, the Department of
Administrative Procedures is under its jurisdiction, including 42 procedures.
Administration in 04 areas: Investment Management (21 administrative
procedures); International Trade (05 administrative procedures); Employment
Sector (08 administrative procedures); Construction field (08 administrative
procedures) and 03 administrative procedures shall be handled in the form of
interconnection at the same level with the Land Registration Office under the Department
of Natural Resources and Environment.
By the end of November 19, 2021, the Bac Ninh IZA received 8,112 dossiers of administrative
procedures. In which, the number of online submissions is 4,940, accounting for
61%; The dossiers have been processed before and on time is 6,869 dossiers,
citizens apply to withdraw 548 dossiers, refuse and request additional 470
dossiers, the rest are being processed.
- Since the administrative procedure reception department is located at the
Provincial Public Administration Center, the facilities are provided by the Provincial Public
Administration Center.
- The total number of staff working at the Administrative Procedure Receipt
Department at the Provincial Public Administration Center is 02 full-time staff. The officials who
receive administrative procedures are highly qualified officers who are
familiar with the provisions of the guiding documents. Always have a sense of
discipline, well abide by all rules and regulations at the agency and the
provincial Public Administration Center; professional style; Friendly attitude, dedicated to guide and

4.
Building and improving the quality of the contingent of cadres, civil servants
and public employees
4.1.

public employees
- The Bac Ninh IZA is implementing the project on downsizing the
staff approved by the province. Up to the time of the report, there has been no
reduced payroll.
- The IZA
has developed a scheme on employment positions of agencies and units (according
to Decree 82/2018/ND-CP dated May 22, 2018 of the Government), sent it to the
Department of Home Affairs for appraisal and submission to the Provincial
People's Committee for approval. At the same time, in the period of 2019-2021,
the Bac
Ninh IZA and the Center for Investment and Development of
Industrial Parks implemented the Project on Employment Positions for the period
of 2019-2021,
developed and submited it to competent authorities for approval.
4.2. Regarding the management of cadres, civil
servants and public employees
- The Bac Ninh IZA always
strictly complies with the provisions of law in the organization of personnel,
salary and maintenance of internal affairs, discipline, administrative
discipline and public service ethics of cadres, civil servants and public
employees. In 2021, by the time of reporting, the IZA has implemented or requested superiors to implement
the process and procedures for appointment and re-appointment 07 persons. Deciding to raise regular salary levels
and requesting to raise salary level ahead of time for 12 persons.
- The Board implements the structure of civil servant ranks according to
employment positions, the structure of public employees' professional titles
according to employment positions fully, timely and in accordance with
regulations; conduct the civil service promotion examination, examination and
consideration for public employee rank promotion in accordance with
regulations. In 2021, the exam registration board will raise the rank of civil

4.3. Carrying out training and retraining:
- The training and retraining of cadres, civil servants and public
employees is regularly concerned by the Bac Ninh IZA in order to build a contingent of qualified and
capable cadres and civil servants. The IZA regularly sends staff to participate in training
courses according to the program of the Department of Home Affairs, the
People's Committee, professional courses ... to improve the quality of

Party organizational committee;

4.4. On innovation in the management of cadres and
civil servants

policies on salary and evaluation of cadres and civil servants.

5. Public finance reform
5.1. The implementation of
tax, income, salary, wage and social security policies at the agencies:
The Bac Ninh IZA and Bac Ninh
Industrial Park Development and Investment Support Center issued Decision on Promulgating the Regulation on internal
expenditure of the Bav Ninh IZA (no. 58/QD-BQL) and Decision on Promulgating the Regulation on internal spending
of the Center for Investment and Development of Industrial Parks (Decision
No.01a/QD-TT) in accordance
with regulations. The IZA and the Centers
continue to well implement the internal spending regulations promulgated by the
agencies and units. Strictly implement the policies on tax, income, salary,
wages, social security policies at agencies and units.
5.2. Implement renovation of management mechanism for administrative
agencies and public non-business units
Bac Ninh IZA and Bac Ninh Industrial Park Development and Investment Support Center
fully implement reports on: financial autonomy according to Decree
No.130/2005/ND-CP, Decree No.117/2013/ND-CP, Decree No.16/2015/ND-CP, Decree No.141/2016/ND-CP, situation of public property
management…. At the same time, the Bac Ninh IZA always strictly
complies with the provisions of the law on income, salary and wages.
5.3. Promote socialization, mobilize resources to take care of development
of education and training, health care, population - family planning, physical
training and sports at the unit
The IZA's authorities coordinate with the agency's Trade Union organization to
always pay attention and take care of ensuring the material and spiritual life
for trade union members at agencies and units; Focus on training and fostering
staff; Organizing and implementing emulation movements, participating in
cultural and artistic activities organized by all levels and sectors.
6. Modernizing the State Administration
6.1. Application of information technology in the
activities of the agency
- The Bac Ninh IZA
develops and issues the Information Technology (IT) application plan in 2021 in
accordance with regulations. 100% of the content in the IT Application Plan has
been completed.
- Thoroughly and effectively apply information technology in solving
administrative procedures, maximum computerization of activities in
administrative procedures. Cadres and civil servants are regularly updated,
trained and proficiently implemented administrative procedures solving software
of the Provincial Public Administration Center and the Foreign Investment
Management Department.
- Maintain well the application: document management and administration
system in management and processing of incoming documents; Online reporting
software system for industrial park enterprises; online report on
administrative procedure control and administrative reform.
6.2 Application of quality management system according to ISO 9001:2015:
Currently, the IZA has
implemented, maintained and applied the quality management system according to
ISO 9001: 2015 standard of the Department of Science and Technology of the
province for 42 administrative procedures under its jurisdiction in the areas
of management of the following issues: Investment in Vietnam, Basic Construction, Employment and
International Trade; implementing the regulation on coordination and settlement of 03 procedures connected
with the Land Registration Office, the Department of Natural Resources and
Environment related to the registration of granting ownership of land-attached
assets in the above industrial zones in Bac Ninh province. In which, 18/42 administrative procedures performed
online services at level 3, level 4; 10/26 Administrative procedures often
generate dossiers for "5 on-the-spot" implementation at the
Provincial Public Administration Center.
In 2021, the Bac Ninh IZA promulgates: (1) Decision No. 82/QD-BQL dated October 11, 2021 on promulgating the document system of the
quality management system according to TCVN standards ISO 9001:2015; (2)
Decision No. 83/QD-BQL dated October 11, 2021 on announcing the quality management system in
accordance with the national standard TCVN ISO 9001:2015.
- The Bac Ninh Industrial Zones Authority always maintains the application of: document
management and administration system in management and processing of incoming
documents; Online reporting software system for industrial park enterprises;
online report on administrative procedure control and administrative reform;
GIS data management software for industrial zones. Receiving administrative
information of enterprises on software at the provincial Public
Administration Center. Implement the
IT system modernization project of the IZA in the period of 2019-2020. The IZA's staff all use the email bacninh.gov.vn
in their daily work. The provision of information on the website
(iza.bacninh.gov.vn) is updated daily by the information technology department.
III. GENERAL
ASSESSMENT

implementing administrative procedures, ensuring the results of solving
administrative procedures accurately and quickly, meeting the increasingly high
requirements of enterprises. and administrative procedure reform criteria, in
order to improve the efficiency of administrative procedure settlement.

2. Shortcomings and limitations in the
implementation of administrative reform:
- The guiding documents of the superior agencies have not been unified, so the application is still difficult.
- Currently, in the process of receiving dossiers, the Bac Ninh Industrial Zones
Auythority has to work on many
softwares, sometimes it is difficult to guide businesses to apply online. At
the same time, it’s difficult
to monitor, synthesize and make statistics of administrative procedures
performed at the Provincial Public Administration Center.
-High-quality information technology infrastructure such as line speed and internet network is still unstable; The software
for receiving records still has many disadvantages and has not yet served
effectively for statistical reporting; There is a shortage of personnel for the
reception and the Secretariat and information technology department of the Bac
Ninh IZA.
-The company's personnel changes constantly, the ability to access
technology and information is sometimes limited, so despite being carefully
guided, the online application process still has many shortcomings and
inaccuracies. The additional application rate is still high.
IV. ORIENTATION, TASKS IN
2022
1. Institutional reform
Continue to implement and propose amendments and supplements (if any) to
regulations on coordination with relevant departments and branches on State
management in Bac Ninh industrial zones.
2. Administrative procedure reform
- Improve the quality of administrative procedures in the fields of state
management under the authority of agencies and units.
- Implement administrative procedure reform (eg: Continue to consider minimizing the number of
documents, processing time, etc.) in a number of key areas such as: granting
investment certificates, granting work permits, building Permit....
- Reform administrative procedures within the agency.
- Maintain jobs: Control administrative procedures; Publicize
administrative procedures at the Administrative Procedure Receipt Department
located at the Provincial Public Administration Center and on the IZA's component website. Regularly receive
and handle complaints and recommendations of investors, enterprises, etc. on
regulations and administrative procedures under the handling competence of the
Bac Ninh Industrial Zones Authority (through the following forms: direct feedback, in writing, e-mail, etc.).
3. Reform of the apparatus organization
- Review the functions, duties, powers, organizational structure, payroll of the Bac Ninh IZA and the IP Service Center.
- Evaluate the organizational model and operation quality of the IZA: Develop the operation regulations of the
agency after the Chairman of the Provincial People's Committee issues a
decision approving the functions and tasks of the agency as prescribed in the newly-issued
Decree of the on management of industrial zones and economic zones.
- Continue to perform tasks according to the mechanism of authorization and
decentralization according to the regulations of the Government and the
Provincial People's Committee. It is proposed to strengthen the functions and
tasks of the Bac Ninh IZA in
the direction of clearly demarcating the authorization mechanism and the
decentralized mechanism and direct delegation of authority.
- Maintain the effective operation of the Administrative Procedure Receipt
Department at the Provincial Public Adminstrtion Center. Enhance the sense of responsibility in
implementing regulations on coordination with relevant parties to well perform
the reception and settlement of administrative procedures, create favorable
conditions for businesses, improve the prestige and position of the Bac
Ninh IZA.
4. Building and improving the quality of civil
servants
- Continue to strictly comply with the provisions of law in the
organization of staff, salary and maintenance of the internal affairs,
discipline, administrative discipline and public service ethics of cadres,
civil servants and public employees. .
- Implement training and retraining plans for cadres, civil servants and
officials of agencies and units in 2022.
5. Modernization of State Administration
- Maintain the application: document management and administration system
in managing and processing incoming documents; Online reporting software system
for industrial park enterprises. Proficiently implementing
application-receiving software at the Public Administration Center
- Receive online dossiers at levels 3 and 4. Make online reports on
administrative reform of the Bac Ninh IZA periodically and send it to the Provincial
People's Committee and related units.
- Well operate the GIS data management system for industrial zones.
- Maintain the application of the quality management system according to
the standard TCVN ISO 9001: 2015 under the direction of the province.
