The issue of clean and safe food
is currently the top concern of consumers, because food safety not only directly
and often affects consumers' health, but also closely related to productivity.
In the context of clean food being confused with poor quality food, Bac Ninh
has determined that the connection between supply and demand to bring safe food
to consumers is urgent.
At the same time, to promote the
consumption of agricultural products in industrial zones, the People's
Committee of Bac Ninh province issued Decision No. 867 / QD-UBND dated
22/8/2014 on approving the Project of Food Supply Services, food, raw materials
in the industrial zones of Bac Ninh province in the period of 2014-2020 and
assigned the Department of Agriculture and Rural Development to be the project
topic.
With the consultation of the Department of Agriculture and Rural
Development, the agency in charge of the Project of Services to supply food,
food and raw materials for industrial zones, the implementation efforts of
localities, enterprises, and groups individuals. Up to now, the province has
formed concentrated food production areas, specifically:
- Construction of breeding areas:
+ Raising cattle and poultry: To multiply and form new pig breeding areas;
Poultry breeding areas; Dairy and beef cow breeding areas are located in most
of the communes in the province.
+ To build 167 concentrated aquaculture areas with an area of 3,288 ha
(accounting for 62.6% of the province's water surface area). Aquaculture areas
concentrated in districts: Luong Tai, Que Vo, Gia Binh; Development of fish
cage farming on the river: Up to now, there are 91 households raising fish
cages in 26 villages of 18 communes located in 6 districts with 1,763 fish
cages. The average productivity for a cage of 108m3 (36m2) is currently 4.5 -
5.0 tons / cage / litter.
- Regarding cultivation:
Encourage businesses, organizations, individuals and households to convert
appropriate cultivated areas, implement agricultural projects with high
technology application to form crop areas. specialized farming in the province
with crops such as: Potatoes - 2,100 ha; Carrots - 1,400 ha; Japanese perilla -
8 ha ... stabilizes the effective rice growing area.
The development of
husbandry areas and cultivated areas in the direction of applying new
technologies and high technologies has partly ensured food security, formed
food, food and raw materials supply chains and chains. high quality safety in
the province.
2. The situation of using the service of providing safe
food according to the province's scheme in industrial zones
Up to now, the industrial zones have 1,070 enterprises
going into production and business, employing 310,616 employees. There are 485
collective kitchens operating under the mode of hiring an industrial catering
service provider (according to statistics of the Trade Union of Bac Ninh
Industrial Zones, the superior trade union is managing 485 grassroots trade
unions. , 485 enterprises organize shift meals for employees, specific
activities of 485 kitchens are as follows: organizing a local kitchen for
employees 237/485 reaching 48.86%, hiring transportation suppliers up to
248/485, reaching 51.13%); The rest is partly cooked by the enterprise (the
cooking department is the employee, the worker of the enterprise), the other
part does not organize the kitchen at the unit, some secondary enterprises rent
the workshop to use the service. Collective kitchen together with the workshop
rental unit ... About the value of meals: Number of businesses having trade
unions organize a shift meal for employees with a meal value of over 15,000 VND
(from 16,000 VND to VND 43,000) is 485, reaching 100%. In businesses that
organize meals on-site, each day the menu has 2-3 main courses, soup and extra
dishes are constantly changed, hygienically with enough nutrients for employees
to regenerate. labor.
However, data
from the Provincial Food Safety Management Board shows that the number of food
poisoning is still quite complicated throughout the province. In industrial
zones, since 2018, there have been 04 cases of food poisoning in: Guhsung Vina
Co., Ltd., Hong Guang Plastic Co., Ltd., New Circuit Co., Ltd. (Que Vo
Industrial Park), Motus Vina Co., Ltd. ( Dai Dong Industrial Park - Hoan Son).
The above situation has seriously affected the employees' health, interrupted
production and business activities, and reduced reputation of the business. The
above cases were promptly resolved by the Provincial Food Safety Management
Board. After having the results of the investigation, relevant agencies were
informed to know and coordinate to improve the efficiency of state management
on food safety and the operation of the business.
To cope with the increasing trend of poor quality and unsafe food, the
solution of establishing, connecting supply and demand to form a safe food
supply chain to consumers is really. necessary, needs. Currently, many
localities across the country have been interested in promoting the linkage
between production and consumption of agricultural products, promoting the
application of high-tech and safe production models. In fact, the most
effective solution to ensure food safety is being carried out in many localities
is to build and develop a model of high quality safe food supply chain,
especially for kitchens. collective in the industrial park.
Currently, the food products, safe food for the industrial park are:
vegetables, fruits, tea, meat, eggs, rice and all kinds of seafood ...
Along with supporting businesses in the province to
build chains, creating a connection between industrial enterprises and
suppliers of safe food and food in the province, the Department of Agriculture
and Rural Development coordinates with the Management Board of industrial
zones, People's Committees of Districts, towns and cities have also stepped up
the signing with enterprises supplying safe agricultural products to replicate
the models and addresses of supplying clean agricultural products to industrial
zone enterprises. The safe vegetable, meat and agricultural products supply
chains for the industrial park have basically controlled the agricultural
products and foodstuffs through the program of connecting consumption to the industrial
zone such as the vegetable chain according to VietGAP standards in the
districts, the Dabaco chicken chain. ... Currently, the majority of IZ
enterprises give priority to using food supply services, safe food from
organizations and individuals in the province, contributing to the effective
implementation of the Provincial Project, as well as minimizing the cost of
transporting goods, food, food.
3.To develop a safe food supply chain, contributing to
the completion of the service chain supply plan for industrial zones in the
province - an inevitable trend
3.1. Promote the
development of supply chains for IZ enterprises:
Implementing the policy of strengthening food safety and
hygiene (food safety) of the province.In recent years, the development of safe
food supply chains has developed strongly with many forms of association. to
supply safe products and gradually meet commodity quality standards to
integrate into the world market. Currently, the project of Bac Ninh province on
the development of services to supply food, food and raw materials in the
concentrated industrial zones of Bac Ninh province in the period of 2014-2020
is organized by the Department of Agriculture and Rural Development.
implementing large-scale production models, applying high technology, organic
agriculture, ensuring food safety; to develop the safe supply chain of
agricultural, forestry and aquatic food, according to the province's key
product groups. According to statistics of the Agriculture sector, up to now,
the whole province has formed many models of joint ventures and associations in
production and product consumption, specifically: There are 14 farming
establishments, 11 livestock service cooperatives, 18 livestock farms outsource
to businesses and 46 seafood cooperatives eligible for food safety to supply to
industrial zones Some models of safe agricultural, forestry and fishery supply
chain points have been formed, some chains are monitoring and confirming that
products are subject to food safety control.
3.2. Carry out the inspection and control of safe
food:
The supplier has been making
commitments to enterprises to use, self-control and take responsibility for
quality when supplying products to industrial parks. Enterprise IZ will notify
the People's Committees of districts, towns, cities, the Department of
Agriculture - Rural Development; Provincial Food Safety Management Board if
detecting unsafe products to check and adjust production facilities.
In order to improve the effectiveness
of the State management of food safety, every year, periodically, and
unexpectedly, the relevant sectors have cooperated closely to implement
coordination regulations in the field of food safety in the province,
increasing Strengthening the management of production and business establishments,
thereby contributing to ensuring safety and preventing food safety incidents.
Particularly, the supply chain of agricultural and animal products is regularly
quarantined by units in the agricultural sector, taking samples to test banned
substances in livestock, food, and testing plant protection drugs. in major
vegetable regions and fruit and vegetable markets, ensuring the supply of safe
food for industrial zones.
It can be said that, through the implementation of
the "Service project to supply food,
food and raw materials in industrial zones in Bac Ninh province" from
2014 to now, as a standing agency of the Committee For the development of
service activities, the Management Board of Bac Ninh IZs recognizes that there
are still a number of difficulties and limitations, as follows:
First, food and food suppliers
currently use goods from many different sources, including domestically
produced and imported products. Sources of goods have the difference between
the market price and the supply price in the industrial zones, such as:
non-glutinous rice sold in Bac Ninh market costs 12,000-13,000 VND / kg, while
the rice supplied to the industrial kitchens is fluctuating around the price of
11,000 VND / kg. This easily leads to the adjustment of the quality of goods
through the mixing of products, potentially causing food unsafety.
Secondly, the enterprises selling
products and services into the industrial park are all units with sufficient
capacity and conditions to provide food, such as: food safety, financial
capacity, delivery schedule. to meet the different requirements from customers.
Competition is no longer a playground for local businesses. Therefore, it is
very difficult to form a cohesive food and food supply chain between
organizations, individuals and businesses in the province and outside the
province.
Thirdly, there is a lack of
local focal enterprises to organize the purchase and supply of products. The
source of goods does not guarantee the stability of quantity, quality and
price. The planning of agricultural areas has not been clearly completed
(Although there are already areas for cultivation and husbandry, it is still
fragmented, and there is no close linkage).
Fourthly, the Management Board of
IZs has coordinated with the Department of Agriculture and Rural Development to
implement many activities to connect and find outputs for farmers. However, the
obtained efficiency is not high, has not really boosted the investment and
development of households and cooperatives in investment in production.
Fifth, the policies of the State
in general and Bac Ninh in particular are available but not attractive enough,
the long process of enjoyment and complicated administrative procedures are not
enough to attract key businesses. strong investment potential in the field of
production, collection and supply of safe food products.
In the coming time, in order to promote the safe food
supply chain, contributing to the completion of the service chain supply plan
for the industrial zones in the province, we propose to synchronously implement
the following solutions:
1- The province needs budget
support to choose chain building, propaganda, training, training in advanced
quality management programs, quality monitoring, trade promotion, branding,
stamps identifying and tracing chain products, building stores to introduce and
trade in safe agricultural products. People and businesses focus on investing
in facilities, promoting products and developing activities of participating
chains. At the same time, to create all favorable conditions for businesses,
organizations, individuals and households to invest in the production of high
quality and safe food products. Encourage the formation of family groups,
cooperatives producing and trading food products and safe food to create a
basis for the formation of the supply chain, but first of all, to ensure the
rights and interests of the producers. export.
2 - Agriculture and Rural Development continues to
advise the Provincial People's Committee to promulgate mechanisms and policies
to support the development of cooperation, link production associated with
agricultural product consumption to encourage businesses to invest in the
chain. safe food. To focus on coordinating the implementation of land
consolidation and accumulation, linking land in agricultural production,
forming specialized farming areas and concentrated commodity production.
Promote the attraction of investment resources for agricultural and rural
infrastructure development. Along with that, to focus on renewing the form of
production organization, focusing on the development of processing industries
and rural industries.
3 - Districts, towns and cities need to well
implement the planning of concentrated agricultural production areas; to
develop hi-tech agricultural models on the basis of identifying specific crops,
production scale, and suitable production methods. Interested in building and
developing product brands; information on safe food supply chains and verified
safe product business locations to establish links with product distribution
and marketing facilities; stamp product traceability to make information
transparent, build a solid brand for the product.
4 - Doing well the work of linking the 4 houses,
promoting service activities, consulting, supporting farmers in production;
supplying seeds, agricultural materials and selling products to farmers. To
further step up the building of production chains and product sales; enhancing the
role and replicating the model of agricultural cooperatives; to set up groups
and groups to associate the production and sale of agricultural products.

should also have specific orientations to guide farmers in raw material areas
to reorient customer segments, to suit their production capacity and local
strengths.
