Bac Ninh successfully treated 01 patient infected with SARS-CoV-2; set up the interdisciplinary checkpoints for control of COVID-19 at the gateways in and out of the province; strictly handled the cases violating the regulations, opposing the enforcers at the quarantine checkpoints. Regarding the matter related to the patient 262 who works at Samsung Display Vietnam Co., Ltd. (Yen Phong Industrial Zone), the province directed the sectors and localities to promptly zone, suppress the epidemic; checked, monitored, isolated the cases related to the patients and conducted testing... Although the positive results have been achieved, we should not be subjective because the epidemic disease situation in the country and in the world still has many complicated changes.

Affirming the viewpoint that “With effective epidemic prevention and control, we can completely do well the socio-economic development”, over the past time, Bac Ninh has taken initiative in plans, implementing the COVID-19 prevention and control solutions but not “block rivers, forbid markets” to ensure the socio-economic development. The COVID-19 prevention and control work has been carried out proactively, seriously and drastically. The province spends over VND 1,407 billion for the epidemic prevention and control work, at the same time strongly implements measures to support the enterprises in order to facilitate the production and business development. Therefore, in the context of common difficulties, Bac Ninh's economic growth in the first quarter still reached 5.9%; the budget revenue reached VND 9,168 billion... The province submitted to the Prime Minister for approving the task of planning Bac Ninh province in the period 2021-2030 with a vision to 2050; submitted the Project for establishment of 5 wards of Tu Son town to the Ministry of Home Affairs and the Government...

In order to well implement the “dual” objective in the guiding spirit of the Prime Minister, all levels, sectors, localities and the people in the province are requested to continue to implement the Prime Minister's Directives on COVID-19 prevention and control, strictly comply with the social distancing measures. Strictly handle the cases violating the Directive No. 16/CT-TTg and the regulations of the law in the COVID-19 prevention and control work, such as opposing the enforcers, counterfeiting goods, producing poor quality goods, hoarding goods, taking unfair advantage of epidemic to collect money illegally...

* For the thematic contents: Regarding the report “COVID-19 Prevention and control work in Bac Ninh province from January 21 to April 16” presented by the Department of Health, the Chairwoman of the Provincial People's Committee highly appreciated the role of the Health sectors in coordination and implementation of measures, disease prevention and treatment. The levels, sectors and localities are requested to continue to closely monitor the developments, situation of the epidemic, grasp the Government's guiding spirit and instructions of their superiors, and promptly take the appropriate epidemic prevention and control. Propagandize, guide the people, cadres, public servants and officials to make medical declarations, especially the cases who buy influenza medicines, febrifuges are forced to make medical declarations on NCOVI application or Vietnam Health Declaration. The medical examination and treatment units shall make mandatory medical declarations for all medical staff, patients, caregivers and family members of the patients who are treated at the hospitals, ensure that 100% of the cases who go for medical examination and treatment, buy influenza medicines, febrifuges or the people who come from the localities where having outbreaks must make medical declarations. The provincial Public securities, the Provincial Industrial Zones Authority and Samsung Display Vietnam Co., Ltd checked, made the list of cases having close contacts with patient 262 to implement the isolation measures and screening tests. Strictly supervise, ensure safety for the Korean and Chinese expert delegations to arrive and work in the industrial zones, carry out tests and issue certificate of 14-day quarantine completion as regulated. For the socio-economic development situation in the 1^st quarter, despite many difficulties due to the impact of the epidemic and global economic recession, the province’s gross domestic product (GRDP) in the 1^st quarter at the comparative price 2010 is estimated at VND 31,578.9 billion, increased 5.9%. In which, the industry - construction sector increased by 8.2%; the service sector increased by 0.4%. The foreign investment attraction has achieved good results, the total newly registered and adjusted capital and capital contribution, share purchase reached more than USD 280 million; Total import and export turnover reached more than USD 15 billion.

The focus task in the coming time, Chairwoman of the Provincial People's Committee Nguyen Huong Giang requested the departments, sectors and localities to focus highly on the epidemic prevention and control and socio-economic development; Take initiative in building the specific scenarios, manage in the direction of effective response with the impacts caused by the COVID-19 epidemic, clearly determine the specific levels of striving for each industry, field, take timely, effective solutions, measures in order to successfully implement the goal of economic growth in the green and sustainable direction. For the projects that have been allocated capital but implemented slowly, can transfer resources to the already implemented projects but lack capital. Speed up the site clearance progress of the projects, ready to implement when the epidemic situation is stable. Complete the support policies for the small and medium-sized enterprises, adjust the investment attraction policy, strongly promote innovation, start-up, enterprise development, attach much importance to the collective, private economic development. Take good control of the market, prices, especially the essential goods, without speculation and hoarding for price increase; strengthen prevention from smuggling, trade fraud, origin fraud of goods and strictly handle the violations. Comprehensively develop the cultural and social fields, improve the quality of human resources, create jobs, ensure social security and welfare. Promote the information and communication activities to create a high consensus and faith in the whole society.

In this month's meeting, the provincial People's Committee gave opinions to the Statement for the assignment of the right to decide the investment policy for the whole Group C Projects using the provincial-level public investment capital; Statement on promulgation of Operation Regulations of the Natural Disaster Prevention and Control Fund; Statement on land price; Decision on abolishing the Regulation No. 25/2017/QD-UBND dated August 28, 2017 on regulations on investment management decentralization in IT application using the state capital within the province.
