I / THE DIRECTION OF THE ADMINISTRATIVE REFORM

1. Administrative reform plan

- Bac Ninh Industrial Zones Authority has issued an administrative reform plan in 2018 in accordance with the guidance of the provincial People's Committee;

- The criteria of the plan have been closely managed by the Industrial Park Management Board and reached the set plan.

2. Regarding the organization of direction and administration of administrative reforms

- Every month, the Office of the Committee acts as a focal point to notify the divisions and attached units to urge the implementation of administrative procedures strictly according to the Process.

- Conducting an evaluation of the results of administrative reform implementation in the monthly briefings;

- The year-end review and evaluation in Party organizations and authorities is associated with the evaluation of the implementation of administrative reform (PAR) tasks, with focus on collectives and individuals having initiatives and proposals in their work. PAR.

3. Examination of administrative procedure reform

- The implementation of the PAR work plan is carried out in parallel with the implementation inspection.

- The Management Board of Bac Ninh Industrial Zones has sent a document to the Department of Justice to submit to the Provincial People's Committee for a decision to announce the administrative procedures of the Committee and regularly review the administrative procedures as prescribed; At the same time, strictly comply with the regulations on periodic inspection and evaluation.

4. Regarding PAR propaganda

- The plan on PAR inspection and propaganda is built into the PAR implementation plan for 2018.

II. RESULTS OF IMPLEMENTATION OF PAR WORK

1. Institutional reform

- Continue to implement regulations on coordination of state management in industrial zones in the field of agency activities.

- Specialized divisions and units under the Board always comply with the current legal documents and Administrative Procedures issued under Decisions of the Provincial People's Committee. Specifically, according to Decision No. 749 / QD-UBND dated June 29, 2016 of the People's Committee of Bac Ninh province on standardization of the list and contents of administrative procedures under the authority and settlement of the Management Board of Bac Ninh Industrial Zones; Decision No. 55 / QD-UBND dated 18/01/2017 of the Provincial People's Committee regarding the announcement of newly promulgated administrative procedures; Administrative procedures amended and supplemented; TTHC is canceled, abolished under the jurisdiction of Bac Ninh Industrial Zones Authority.

- Reviewing legal documents of the State in the fields of investment, construction, environment, labor ...

2. Reform of administrative procedures

- Improve the quality of administrative procedures in the fields of state management under the jurisdiction of agencies and units.

- Implement well the administrative procedure reform. Regularly review the administrative procedures issued. To amend, supplement and promulgate new administrative procedures to suit the changes of legal documents and new regulations of the Central.

- Contribute to improving the efficiency of the "One-stop-shop" Division; create the best conditions for solving administrative procedures of enterprises; implementing the policy of the province, In 2018, 4 administrative procedures were registered in the form of 4 on-site at the provincial Public Administration Center; reduce the time to solve some administrative complaints in the field of Labor in Vietnam. Providing online public services at level 2 for 100% of administrative procedures. Maintaining the provision of online public services at level 3 for a number of administrative centers in the fields of Labor in Vietnam, Investment in Vietnam, Construction Planning.

* In the first 10 months of 2018, the Management Boards of Industrial Zones received 5,255 dossiers to settle administrative procedures in the fields (Labor in Vietnam; Invest in Vietnam; Capital construction). In particular, the number of files paid early and on time was 4,997 records; No deferred payment records. The remaining are pending records.

- Publicizing administrative procedures at the Management Board of Bac Ninh Industrial Zones, on the provincial portal and on the Board's website (iza.bacninh.gov.vn). Regularly receive and handle feedbacks and proposals of investors, enterprises, ... on regulations and administrative procedures under the jurisdiction of the Management Board of Bac Ninh Industrial Zones (through forms such as: Direct reflection, writing, e-mail, ...).

3. Organizational reform

- Maintain well the operational regulations of the Management Board of Industrial Zones and affiliated Centers. Carry out procedures for dissolution of the Employment Service Center as prescribed.

- Assessing the organizational model and operation quality of the Committee. Develop and implement projects related to the structure, organizational structure and operation of agencies and units (Prepare a draft implementation of Decree 82/2018 / ND-CP dated May 22 / 2018 of the Government regulating industrial zones and economic zones).

- Continue to perform tasks according to the authorization and decentralization mechanism in accordance with the regulations of the Government and the Provincial People's Committee. Proposing to strengthen the functions and duties of the Management Board of Industrial Zones in the direction of clearly defining the authorization mechanism and the decentralization and direct assignment mechanism.

- Maintain the effective operation of the OSS Section at the Board Office and at the provincial Public Administration Center.

4. Building and improving the quality of the contingent of cadres, civil servants and public employees

- The Management Board of Industrial Zones, Center for Investment Support and Development of Industrial Zones, Employment Service Center under the Management Board of Industrial Zones strictly implement the Project on job placement of agencies and units that have built .

- Continue to strictly comply with the provisions of law in the work of personnel organization, wage work and maintenance of internal affairs, discipline, administrative discipline and official ethics of officials, public servants and public employees. .

- The training and retraining of cadres, civil servants and public employees is regularly paid attention to by the Management Board of Bac Ninh Industrial Zones in order to build a contingent of qualified officials and public employees.

5. Public finance reform

The Management Board of Industrial Zones and its affiliated centers continue to well implement the Regulation on internal spending issued by agencies and units.

6. Modernizing administration

- Maintain the application: document management system and administration in management, processing of incoming documents; Online reporting software system for IZ enterprises; online reporting on administrative procedure control and administrative reform.

- Maintain the application of quality management system according to ISO 9001: 2008 standards. Currently, Bac Ninh Industrial Zones Authority manages to receive and solve 49 administrative procedures under its jurisdiction in the areas of management: investment in Vietnam, Planning and construction , labor in Vietnam, international trade; implementing regulations on coordination and solving 03 connected procedures with the Land Registration Office, the Department of Natural Resources and Environment related to the registration of ownership of properties attached to land in the above industrial parks. Bac Ninh province.

- Maintain document management and administration software.

- Implement and complete the IT project on GIS data management in industrial zones (implemented in 02 years 2017-2018).

III. GENERAL ASSESSMENT

1. Advantages:

The Management Board of Industrial Zones well implements the administrative procedures issued. Paying attention to the application of information technology to the implementation of administrative procedures. Regularly renovate working styles of cadres, civil servants and public employees.

2. Shortcomings and limitations in implementing administrative reform

- The guiding documents of the superior agencies have not been agreed yet, so the application still faces many difficulties.

- Currently, in the process of receiving documents, the Management Board of Industrial Zones has to implement on many software, sometimes it is difficult to guide businesses to apply online for their personnel. changes often. At the same time, causing difficulties in the synthesis and statistics of administrative procedures performed at the Center.

- The lack of integration of software for resolving administrative procedures at the Public Administration Center of the province (for areas under its jurisdiction) leads to difficulties in the operational process.

IV. ORIENTATIONS AND TASKS IN 2019

1. Institutional reform

Continue to implement and propose amendments and supplements (if any) of regulations to coordinate with relevant Departments and Branches on State management in Bac Ninh Industrial Zones.

2. Reform of administrative procedures

- Improve the quality of administrative procedures in the fields of state management under the jurisdiction of agencies and units.

- Implement administrative procedure reform (Continuing to consider minimizing document headers, processing time, ...) in some key areas such as issuing investment certificates, granting work permits, granting construction permits, planning certificates ...

- Reforming internal administrative procedures.

- Maintaining: Controlling administrative procedures; Publicizing administrative procedures at the "One-stop-shop" section is located at the provincial Public Administration Center and on the Board's component website. Regularly receive and handle feedbacks and proposals of investors, enterprises, ... on regulations and administrative procedures under the jurisdiction of the Management Board of Bac Ninh Industrial Zones (through forms such as: Direct reflection, writing, e-mail, ...).

3. Organizational reform

- Reviewing the functions, duties, powers, organizational structure and staffing of the Board and its attached centers.

- Assessing the organizational model and operation quality of the Committee: To elaborate the Regulation on operation of the agency after being promulgated by the Chairman of the Provincial People's Committee to approve the functions and tasks of the agency according to the provisions of the Decree. 82/2018 / ND-CP dated May 22, 2018 of the Government.

- Continue to perform tasks according to the authorization and decentralization mechanism in accordance with the regulations of the Government and the Provincial People's Committee. Proposing to strengthen the functions and duties of the Management Board of Industrial Zones in the direction of clearly defining the authorization mechanism and the decentralization and direct assignment mechanism.

- Maintain effective operation of the "One-stop-shop" Division. Enhancing the sense of responsibility in implementing the regulations of coordination with related parties to implement well the reception and settlement of administrative procedures, creating favorable conditions for enterprises, raising the prestige and position of the Committee. .

4. Building and improving the quality of staff of public officials

- Continue to strictly comply with the provisions of law in the work of personnel organization, wage work and maintenance of internal affairs, discipline, administrative discipline and official ethics of officials, public servants and public employees. .

- Implement training and retraining plans for cadres, civil servants and officials in 2019.

5. Modernizing the State administration
