Since its re-establishment, Bac Ninh has determined that economic development must focus on industrial development. Along with the effective implementation of 3 strategies: Focusing on investing in gradually perfecting the infrastructure system, training human resources and reforming administrative procedures, Bac Ninh has planned and implemented many policies, in order to promote industrial development,  economic restructuring and labor structure in the province.

In addition to the State's general investment incentive policies for investors, Bac Ninh province has been implementing a number of separate support policies for each industry and supporting industry. Every year, the Provincial People's Committee implements the planning, appraisal and approval of the general and detailed planning of industrial zones in the area; develop a general plan on industrial zones as a basis for formulating a land use plan and submit it to the Government for approval. Planning industrial zones in association with planning of residential areas and services with the goal of forming a complete socio-economic entity, creating sustainable development, integrating with local socio-economic development.

In the implementation of industrial development policy, Bac Ninh always focuses on adjusting the industry structure to modernize technology, develop effective fields and affect socio-economic development. At the same time, develop reform of administrative procedures related to investment activities; promulgate policies to encourage the development of industry and cottage and handicraft industries; establishing Management Boards of industrial zones, industrial and agricultural extension centers; implement the "one-stop-shop" and "one-stop" mechanism at departments, agencies, branches and People's Committees at all levels; implement the "one-stop shop" mechanism in business registration; organizing symposiums with investors, dialogue sessions between provincial leaders and businesses; building websites (websites) of the province and departments and sectors to create favorable conditions for businesses to access opportunities, policies...

Make Bac Ninh the center of the electronics industry in the country

By the end of 2021, Bac Ninh has 16 concentrated industrial zones approved by the Prime Minister with a total area of ​​6,398 ha; 10 zones have been put into operation with the occupancy rate reaching 91.2% of the recovered land area; planning 35 industrial clusters, with a total planned area of ​​1,101.7 ha, of which, 31 clusters were established, 21 clusters were put into operation.

In 1997, the industry’s production value (current price) only reached 646 billion VND, ranked 10/11 provinces and cities in the Red River Delta, in 2000 increased to 2,747 billion VND, 4.3 times higher in 1997, by 2010 the production value had reached 110,699 billion VND, more than 40 times higher than in 2000 and 171 times higher in 1997.

In the period 2011-2021, SEV continues to increase its capital to 2.5 billion USD and has a second factory, SDV, to form a large-scale Samsung complex in the world, creating a "miracle" for the province. , make Bac Ninh appearing on the world map of electronic product manufacturing. In 2010, the industrial production value (accounting for only 3.6% of the industrial production value of the whole country and ranked 6th out of 63 provinces and cities, by 2021 has increased to 1,500 trillion VND, 13.5 times higher than the total industrial production value). In 2010, the proportion of the electronics industry increased from 48% in 2010 to 76% in 2021.

The highlight in industrial development is that Bac Ninh has made the right choice when identifying a key industry to reach out to the world, which is prioritizing the electronics industry using high technology. With the appearance of large corporations investing in industries, using modern technology and having large production lines, the structure of industrial products has changed in the province. Supporting industries have been paid attention and gradually created a breakthrough, forming linkages and connecting domestic enterprises with FDI enterprises to improve the global value chain; small and medium enterprises in industrial zones, clusters and handicraft villages, have gradually created a solid foundation and affirmed the role of "the locomotive" of the economy for the industry.

Industrial zones and clusters have attracted investors from major markets such as the EU, the US, Japan and South Korea in a selective way, selecting investors and projects with large investment capital, modern, environmentally friendly technology and make great contributions to the general development of the province. Many businesses in the area have become level 1, 2, and 3 suppliers for foreign-invested enterprises and gradually participate in the global value chain. The domestic industry is interested in, removing difficulties with mechanisms and policies to encourage, support, promote innovation and build product brands in a green and sustainable direction.

Forming a high-tech industrial development ecosystem

By 2030, Bac Ninh contend to become a city with modern industry and high technology. Review the current situation and layout orientation of space and resources for industrial development, integrate it into the master plan of Bac Ninh province in the period of 2021-2030, with a vision to 2050 with a focus on forming a system high-tech industry development ecology, focusing on electronics industry, semiconductor industry development, information technology and artificial intelligence.

Pay attention to and create favorable conditions to promote the development of foreign-invested enterprises in the area, especially large enterprises creating motivation for economic development; continue to attract and improve the quality of domestic and foreign investment flows, attract projects with high technology, increase scientific content, large investment rates, reduce norms on land and natural resource use, energy, labor, high efficiency, environmental friendliness, increasing the proportion of localized value in products. Priority is given to satellite projects in the complete production value chain of products, electronic projects, precision mechanics, high-tech industry, foods and beverage production.
