I. THE DIRECTION
OF ADMINISTRATIVE REFORM
1.
Administrative reform plan
- The Management Board of Bac Ninh Industrial
Zones has issued the administrative reform plan for 2020 in accordance with the
instruction of the Provincial People's Committee;
- The plan's criteria have been closely directed
by the Management Board of Industrial Zones and reached 100% of the plan.
2.
Regarding the organization, direction of administrative reform
- Bac Ninh IZA has issued 18 documents to direct
and administer the effective implementation of the administrative reform,
specifically: 04 plans (the 2020 Administrative Reform Plan, the 2020 plan of
propaganda of Administration Reform, the Plan reviewing and assessing
administrative complaint in 2020, Plan of controlling administrative procedures
and implementing the one-stop shop mechanism in solving administrative
complaint under the authority of the Management Board of Bac Ninh IZs in 2020);
04 quarterly, 6-month and whole year 2020 PAR reports; 10 unscheduled reports
on PAR to the Provincial People's Committee, Department of Information and
Communications, the Institute for Socio-Economic Development Research of the
province. 100% of the contents of the above plans and reports were implemented
in accordance with the direction documents of the Provincial People's Committee
and the proposals of the Departments.
- Every month, through briefing meetings, leaders
of the Board assigns its Office as the focal point to notify departments and units
under the authority to urge the implementation of administrative procedures in
accordance with the process and regulations. .
- Conducting an assessment of the implementation
results of administrative reform in monthly agency briefings;
- The review and evaluation at the end of the
year in the Party and government organizations are associated with the
assessment of the implementation of the administrative reform (PAR), focusing
on collectives and individuals who have initiatives and proposals in their work
PAR.
3. To check
administrative procedure reform
- The formulation and issuance of the PAR plan by
the Board are carried out in parallel with the inspection of implementation.
- The Bac Ninh IZA regularly reviews
administrative procedures, and reviews administrative procedures on the
National database on administrative procedures according to regulations, under
the direction of the Provincial People's Committee; At the same time, strictly
implementing regulations on periodical inspection and supervision.
4. On PAR
propaganda
- The Bac Ninh IZA proactively develops the PAR
propaganda plan from the beginning of 2020 to ensure the close, regular and
effective implementation of PAR propaganda.
- Propaganda is maintained regularly at monthly
briefings of the agency, in preliminary and final meetings of the agency,
meetings of the Party Executive Committee, and regular party meetings of the party
Branches, at the seminars, in the Youth Union's activities at the Committee.
- PAR propaganda is integrated in seminars,
propaganding about legal documents, Insurance Law, Labor Law, Tax Law ... with
objects being Enterprises, workers working in industrial zones in the province.
- Especially, on June 25, 2020, the Management
Board of Bac Ninh IZs held a conference "Instructions on implementing
online public services at level 3, 4 and the process of implementing foreign
labor entry" in order to propagate to more than 500 enterprises of
industrial zones about the guidelines and orientations of the Provincial People's
Committee in PAR, namely the implementation of online services at levels 3, 4
for 29 administrative procedures through online submission of levels 3 and 4
the network environment is under the jurisdiction of the Management Board of
Bac Ninh IZs and guides IZ enterprises on the process of entering foreign
workers to ensure the prevention of Covid's epidemic 19.
II.
RESULTS OF IMPLEMENTATION OF PAR WORK
1.
Institutional Reform
- Carry out a review of the Coordination Regulations
signed between the Management Board of Bac Ninh IZs with relevant departments
and branches on State management in Bac Ninh IZs.
- Participate in reviewing and proposing
competent agencies to cancel, amend or supplement, replace legal documents,
specialized instruction documents related to the operation of the agency.
- The specialized departments and units under the
Board always comply with the current legal documents and the administrative
procedures issued under the Provincial People's Committee's Decisions.
Specifically, according to Decision No. 97/QD-UBND dated June 28, 2019 of the
People's Committee of Bac Ninh Province on the publication of the list of
administrative procedures under the jurisdiction of the Management Board of Bac
Ninh IZs (including 46 administrative procedures in 04 sectors).
- Review legal documents of the State in the
fields of investment, construction, environment, employment, international
trade ...
- Create the most favorable conditions for
organizations, individuals and businesses to access legal documents, specifically:
individuals and businesses can come to the Board (through the administrative
procedure reception department, expertise) to be advised by the board staff;
through the Provincial Public Administration Center; have information updated
in the website of bacninh IZA; through the Board's hotline ... The Board
regularly updates legal documents, documents related to administrative
procedures on the Board's website to create conditions for organizations,
individuals and businesses to approach, learn and perform well when needed.
2.
Administrative procedure reform
2.1. Control and issue new administrative procesures:
- Improve the quality of administrative
procedures in the fields of state management under the authority of agencies
and units.
- Perform well the administrative procedure
reform. Regularly review issued administrative procedures. In 2020, the
Management Board of Bac Ninh Industrial Zones will not amend, supplement and
promulgate new administrative procedures because there is no change in legal documents,
new regulations of Center.
2.2. Regarding the review, evaluation and
implementation of regulations on simplifying administrative procedures:
- The plan of reviewing and assessing
administrative procedures at agencies and units is promulgated acccording to
the provisions of Decree No. 63/2010/ND-CP dated June 8, 2010 of the Government
on control of administrative procedures and plans to review and evaluate Annual
administrative procedures price of the Provincial People's Committee.
The
Management Board of Bac Ninh Industrial Zones regularly reviews administrative
procedures under its jurisdiction to simplify administrative procedures.
However, because the Board has studied and implemented administrative
procedural simplification in terms of minimum downtime to ensure the quality of
administrative procedures, in 2020: to ensure the quality of administrative
procedures implementation results, then the settlement time should be applied
according to the announced time of the Ministry of Administrative Procedures;
about ingredients, in order to ensure the rigor of the application, legal bases
and state management functions, then the composition, number of documents and requirements,
conditions for conducting administrative procedures and legal bases of administrative
procedures are fully required according to the announced procedures.

Regularly receive and promptly handle complaints and proposals of investors,
enterprises, ... about administrative regulations and procedures under the
jurisdiction of the Management Board of Bac Ninh IZs (through formula such as:
direct reflection, in writing, e-mail, phone, zalo ...). In 2020, the Board
does not have to write a letter to apologize to the enterprise about the
overdue documents in handling administrative procedures.
2.3.
Regarding the publishing of administrative procedures:
-
Publish 100% of administrative procedures at the Management Board of Bac Ninh
Industrial Zones in accordance with the regulations of the Government and the
province at the Provincial Pubic Administrative Center as well as on the
website of the province and on the website of the Board (iza.bacninh.gov.vn).
At the same time, update the date change content when there is an adjustment in
administrative procedures.
Contributing
to improving the efficiency of the “One-Stop” Department; creating the best
conditions for dealing with administrative procedures of the enterprise; Right
from the establishment of the provincial public administration Center, the
Board has carried out 100% of administrative procedures under its jurisdiction
to be implemented at this Center. according to the decision to publish
administrative procedures at the Provincial Public Administration Center of the
People's Committee.

above the total number of administrative procedures under the jurisdiction of
the Board.
- To
well receive dossiers and return results via public postal services according
to the Prime Minister's Decision No. 45/2016/QD-TTg dated October 19, 2016.
- The
Board maintains strictly implementing the regulations on measuring the
satisfaction of people and businesses with respect to the agency service under
the Project of the Ministry of Home Affairs and the Planning of the Provincial
People's Committee. The level of people's satisfaction with the service of the
Committee's civil servants at the Provincial Public Administration Center has
achieved high results.
3. Reform of State administrative
apparatus organization
3.1.
Results of review of positions, functions, duties, powers, organizational
structure and payroll of agency:

Evaluate the Board's organizational model and operational quality. Formulate
and implement projects related to organizational structure, model and operation
of agency (Draft the implementation project of Decree 82/2018/ND-CP dated May
22, 2018 of the Government regulates the management of industrial zones and
economic zones; reports in writing to the Provincial Party Committee on the
organizational structure and leadership of the Board according to Decree 82).

Conduct a review of the recruitment of cadres and civil servants under the
direction of the Ministry of Home Affairs and the province. The first time, to

3.2.
Regarding the inspection and evaluation of the organizational and operational
situation of the unit

Maintain good implementation of the operating regulations of the Management
Board of industrial zones and 01 affiliated non-business unit (the Center for
Investment and Development of Industrial Zones).

Maintain effective operation of the administrative procedure-receiving Division
at the Provincial Public Administration Center; the specialized divisions of
administrative complaint settlement under the authority of the Board to
properly implement and promptly handle administrative procedures.
3.3.
Regarding the implementation of decentralization in management
- The
Management Board of Bac Ninh Industrial Zones strictly implements the Plan No.
245/KH-UBND dated July 6, 2018 of the People's Committee of Bac Ninh province
and directs of the province to arrange the number of deputies, according to
which no subordinate department or unit has more than 02 deputy heads.

Continue to perform the tasks according to the authorization and
decentralization mechanism according to the regulations of the Government and
the Provincial People's Committee. Proposing to strengthen the functions and
duties of the Management Board of IZs in the direction of clearly defining the
authorization mechanism and the direct decentralization and delegation
mechanism.
3.4.
Implementing the modern one-stop, inter-door, and inter-door mechanism
- To
ensure regulations in promulgation of rules and coordination regulations, in renewing
the working process and style to improve the efficiency of solving the work of
the enterprises.

Maintain effective operation of the Administrative Procedure Reception Division
at the Provincial Public Administration Center, as well as the operation of
specialized offices at the Committee. Currently, the Management Board of Bac
Ninh IZs has 46 administrative procedures under its jurisdiction, in 4 areas:
Investment Management in Vietnam, Employment, International Trade and
Construction. copy. In which, 29 administrative procedures are accepted and
handled online at level 3, level 4 and 03 administrative procedures handled in
the form of a joint relationship with the Land Registration Office under the
Department of Natural Resources and Environment.

Because the administrative procedure
reception department is located at the provincial public service center, the
facilities are provided by the provincial public service center.

There are 2 full-time staffs working in
the administrative procedure reception department at the provincial public administration
center. They have high professional qualifications, firmly grasping the regulations
in the directing documents; always have a sense of discipline, well observe all
rules and regulations at the agency and the Provincial Public Administration Center;
have professional style, warm attitude; wholeheartedly instructing and advising
businesses to well implement the submission of dossiers in accordance with the
process and regulations.

Shortcomings and problems in the
implementation process: High quality information technology infrastructure such
as transmission speed, Internet network is not stable; Document receiving
software still has many shortcomings, has not served effectively for
statistical reporting; there are no legal regulations for the online documents,
causing insecurity for the staff receiving and processing the application;
There is a lack of staff for the reception and Clerical department.
4. Building and
improving the quality of the contingent of cadres, civil servants and public
employees
4.1. The determination of job positions and structure of
civil servants and public employees
- The Management Board of Bac Ninh Industrial
Zones is implementing the project on downsizing the payroll approved by the
province. Up to the reporting time there is no streamlining payroll.
- The Board has developed the Job Position
Project of the agencies and units (according to Decree 82/2018/ND-CP dated May
22, 2018 of the Government) and sent it to the Department of Home Affairs for
appraisal and submission to the Provincial People's Committee for approval. The
Management Board of the IZs, the Center for Investment and Development of IZs
under the Management Board of the IZs have strictly implemented the job
placement project of the agency or unit that has been built.
4.2. Regarding the management of cadres,
civil servants and public employees
- The Board always complies with the provisions
of the law in the organization and personnel work, the work of salary and the
maintenance of the interior, the discipline, administrative discipline and public
service ethics of the cadres, civil servants and employees.
- The Board implements the structure of public
employee ranks according to job positions and professional titles of public
employees according to their full, timely and prescribed job positions; to
carry out the examination for public servant rank promotion, examination and
consideration for public employee promotion according to regulations.
4.3. Implementation of training and
retraining
- The training and retraining of cadres, civil
servants and public employees is regularly interested in Bac Ninh Industrial
Zones Authority to build a contingent of qualified and capable cadres and civil
servants. The Board regularly assigns staff to attend training courses
according to the programs of the Department of Home Affairs, the People's
Committee, professional courses ... to improve the quality of activities of the
staff, in order to better meet the needs of the enterprise and of the period of

4.4. Innovating the management of cadres and
civil servants
To renovate the management of cadres and civil

assessment of cadres and civil servants.

communication, all efforts and contributions of each recognized officer. Help promote
the capabilities and strengths of each individual, create conditions for
cooperation among individuals to promote the collective work efficiency. This

their horizons and develop their abilities, take responsibility for their own
work, stimulate the discovery and creativity to realize present highly
effective work for the organization; Focus on building relationships between
individuals and individuals in the organization, between superiors and
subordinates to create a working environment of mutual trust, in which each

- Manage cadres and civil servants in the

5. Public
finance reform
5.1. Implementation of tax, income, salary,
wage policies, and social security policies at agency:
The Management Board of Bac Ninh IZs and the
Center for Investment and Development of Bac Ninh Industrial Park have strictly
isued and implemented the Internal Expenditure Regulations. Strictly
implementing tax, income, salary, wage, social security policies at the agency
and unit.
5.2. To renew the management mechanism for
administrative agencies and public non-business units
The Management Board of Bac Ninh IZs and the
Center for Investment and Development of Bac Ninh Industrial Park fully
implemented reports on: financial mechanism, public asset management,…. At the
same time, the Management Board of the Industrial Zones in Bac Ninh always
complies with the provisions of the law on income, salary and wages.
5.3. T promote socialization, mobilize
resources to care for development of education and training, health care,
population - family planning, physical training and sports at the unit
The Board of Directors coordinated with the Trade
Union ò Bac Ninh IZA to always care and ensure the material and spiritual life
of trade union members at the agency and unit; Focusing on training and
retraining staff; Organizing and implementing emulation movements, participate
in cultural and artistic activities organized by all levels and branches.
6. Modernization of the State
administration
6.1.
Applying information technology in agency and unit activities
- The
Management Board of Bac Ninh Industrial Zones shall develop and issue an
Information Technology (IT) Application Plan for 2020 in accordance with
regulations. 100% of the content in the IT Application Plan has been completed.

Applied information technology thoroughly and effectively in solving administrative
procedures, maximizing computerization of activities in the process of
administrative procedures. Cadres are regularly updated, trained and proficient
in software handling administrative complaints of the Provincial Public
Administration Center and the Foreign Investment Management Department.
- Well
maintained the application: document management system and administration in
the management, processing of incoming documents; Online reporting software
system for IZ enterprises; Online reporting of administrative procedure control
and administrative reform.
6.2 Application of the quality management
system according to ISO 9001:2015
- The Management Board of Bac Ninh Industrial
Zones has sent staff to participate in the training course on converting the
quality management system according to the standard TCVN ISO 9001: 2008 to the
standard TCVN ISO 9001:2015. The Board developed the Plan No. 15 / KH-BQL dated
December 31, 2019 on the plan to apply, maintain and convert the quality
management system according to the national standard TCVN ISO 9001:2015 into
the operation of the Management Board. The industrial parks in Bac Ninh are
under the direction of the Provincial People's Committee. At the same time, it issued
a Decision on the establishment of a Steering Committee to develop a quality
management system according to TCVN ISO 9001: 2015 (Decision No. 52 / QD-BQL
dated June 21, 2019). Carry out the conversion process and report to competent
authorities as prescribed.
Currently, the Board has implemented, maintained
and applied the quality management system according to ISO 9001: 2015 for 46
administrative procedures (under its jurisdiction in the fields of management.
Investment in Vietnam, Basic Construction, Employment and International Trade)
and 07 other procedures; implementation of regulations on coordination and
settlement of 03 continuous procedures with the Land Registration Office, the
Department of Natural Resources and Environment related to registration for the
granting of ownership of land-attached assets in the above industrial zones.

service of level 3 and level 4.
- The Management Board of Bac Ninh Industrial
Zones always maintains the application of: document management and
administration system in the management and processing of incoming documents;
Online reporting software system for IZ enterprises; online reporting on
administrative procedure control and administrative reform; GIS data management
software for industrial zones. Performing enterprise's administrative
procedures reception on software at the provincial public service center.
Implement the Board's IT system modernization project for the period of
2019-2020. All staff of the Board use email bacninh.gov.vn in their daily work.
The provision of information on the website (izabacninh.gov.vn) is updated
daily by the information technology department.
III.
GENERAL ASSESSMENT
1.
Advantages:
- The Management Board of Bac Ninh Industrial
Zones fully implements periodic PAR reports and completes 100% of the contents
of the PAR Plan 2020; The Board has always implemented well the issued
administrative procedures, ensuring 100% of administrative procedures correctly
in accordance with the prescribed content and time, no delays and troublesome
records for businesses.
- The Board focuses on the application of
information technology, computerization, modernization of the process of
implementing administrative procedures, ensuring the results of resolving
administrative procedures accurately and quickly, meeting increasingly high
requirements of the business. administrative reform criteria and criteria, in
order to improve the efficiency of solving administrative procedures.
- It always renovates the working style of
cadres, civil servants and public employees, creating professionalism and a
good impression on enterprises when coming to work at the Board, contributing
to promoting the attraction of investment into Industrial Parks in the
province.

Shortcomings and limitations in the implementation of PAR:
- The guiding documents of the superior agencies
have not been agreed, so the application is facing many difficulties.
- Currently, in the process of receiving
dossiers, the Management Board of Industrial Zones has to implement on many
softwares, sometimes it is difficult to guide enterprises to submit online
application. At the same time, it makes it difficult to synthesize and make
statistics on administrative procedures implemented at the Center.
- The lack of integration of the administrative
procedures settlement software at the Provincial Public Administration Center
(for the areas under the jurisdiction of the Board) leads to difficulties in
the operational process, especially in reporting. statistics, and monitoring of
TTHC.
- Due to the constant changes in personnel of
enterprises, due to direct transaction habits, it limits the guidance of
enterprises in online filing of administrative procedures, leading to the
proportion of dossiers being processed Online level 3, 4 is not high, the
implementation of receiving dossiers and returning results of administrative
complaint settlement through public postal service is still low.
IV.
ORIENTATION AND MASKS IN 2021

To continue to implement and propose amendments
and supplements (if any) to the regulations on coordination with relevant
departments and agencies on state management in Bac Ninh industrial zones.

Administrative procedure reform
- Improve the quality of administrative procedures
in the fields of state management under the authority of agency.
- Implement administrative procedure reform
(Continue to consider minimizing item items, processing time, ...) in some key
areas such as: issuance of investment certificates, work permits, issuing
construction permits, planning certificates ...
- Administrative procedure reform within the
agency.
- Maintenance: Control administrative procedures;
Publicize administrative procedures at the administrative procedure reception
department located at the Provincial Public Administration Center and on the
Committee's website. Regularly receive and process complaints and petitions of
investors, enterprises, ... on administrative regulations and procedures under
the jurisdiction of the Management Board of Bac Ninh IZs (through the following
forms: direct reflection, in writing, e-mail,…).

Organizational Reform
- Review functions, duties, powers,
organizational structure, payroll of the Board and its Center.
- Evaluate the agency's organizational model and
operational quality: Developing the operation regulation of the agency after
being issued a decision approving the functions and tasks of the agency by the
Chairman of the Provincial People's Committee according to the Decree Decree
No. 82/2018/ND-CP dated May 22, 2018 of the Government.
- Continue to perform the tasks according to the
authorization and decentralization mechanism according to the regulations of
the Government and the Provincial People's Committee. Proposing to strengthen
the functions and duties of the Management Board of IZs in the direction of
clearly defining the authorization mechanism and the direct decentralization
and delegation mechanism.
- Maintain effective operation of the Department
of Administrative Procedure Reception at the Provincial Public Administration
Center. Enhance the sense of responsibility in implementing the regulations to
coordinate with relevant parties to well receive and resolve administrative
complaints, create favorable conditions for businesses, improve the reputation
and position of the Board.

Building and improving the quality of the contingent of CBCCVCs
- Continue to comply with the provisions of law
in the organization and personnel work, salary work and maintenance of the
interior, discipline, administrative discipline and public ethics of cadres,
civil servants and public employees .
- Implement plans for training and retraining
cadres, civil servants and employees of agency in 2021.
5.
Modernization of the State administration
- Maintain the application of: document
management system and operator in the management and processing of incoming
documents; Online reporting software system for industrial zone enterprises. Be
proficient in application-receiving software at public administrative centers.
- Receive online documents at levels 3, 4. Make
online reports on administrative reform of the Board periodically to send to
the Provincial People's Committee and related units.
