I. RESULTS OF IMPLEMENTATION OF STATE MANAGEMENT TASKS

1. The management of planning and construction of industrial zones:

- Bac Ninh currently has 16 concentrated industrial zones approved by the Prime Minister, adjusted and supplemented according to Document No. 1511/TTg-KTN dated August 20, 2014 and Document No. 2007/TTg-KTN dated November 6, 2015, with the total area of ​​6,397.68ha; There are 12 industrial zones granted investment certificates and establishment decisions (including 14 investment projects to build infrastructure of industrial zones) with a total planned area of ​​4,552.91 ha, area of ​​industrial land for lease with 3,181.94 ha. for rent 2,000.1 ha of industrial land, the rate of occupancy over planned land areas of 12 active zones reaching 62.85%.

- In 2020, the Management Board of IZs continues to advise the Provincial People's Committee to review and adjust the planning of industrial zones according to the content of Directive No. 07/CT-TTg dated 20.3.2012 of the Prime Minister on reorganizing the manageMENT and improving the efficiency of industrial zones' operation to submit to the Ministry of Planning and Investment for appraisal and approval by the Prime Minister. 2. Promotion, attraction and issuance of investment certificate:

- Up to November 27, 2020:

Newly granted 97 investment certificates with a total registered investment capital of 450.41 million USD for 71 FDI projects (328.73 million USD) and 26 domestic projects (2,798.64 billion VND, equivalent to 121,68 million USD).

Granted 393 adjusted projects (FDI: 323 times; domestic: 70 times), of which: 91 times of projects adjusted to increase investment capital with a total additional investment capital of 408.04 million USD (79 projects FDI projects increased investment capital 374.06 million USD, 12 domestic projects increased investment capital 781.44 billion VND, equivalent to 33.98 million USD); and 04 times of FDI projects with reduced investment capital 4.08 million USD. Total additional investment capital is 403.96 million USD.

- Total investment capital of domestic projects and FDI newly registered and adjusted to increase investment capital from 01.01.2020 to 27.11.2020 is 854.38 million USD (FDI: 698.72 million USD; domestic: 3,580.01 billion VND equivalent to 155.66 million USD).

- Compared with the plan in 2020: The number of newly registered projects reaches 108% (97 projects / 90 projects) and the total investment capital newly registered and adjusted to increase reaches 85% (854.38 million USD/1,000.00 million USD).

- Compared to the same period in 2019: The number of newly licensed projects reaches 72% (97 projects / 134 projects) and the total investment capital newly registered and adjusted to increase reaches 61% (854.38 million USD / 1,390.46 million USD)

* Accumulated to 27/11/2020: Granted 1,584 secondary project investment certificates (domestic is 495, FDI is 1,089) with total newly and adjusted investment capital reaching 20,317.80 million USD (specifically: domestic is 54,142.19 billion dong, equivalent to 2,539.14 million USD, FDI is 17,778.66 million USD).

- In addition: In the first 11 months of 2020, bac Ninh IZA has issued: 01 license to establish a representative office of a foreign trader in Vietnam; 01 adjustment of representative office of foreign trader in Vietnam.

- Regarding investment promotion: Coordinate with the organizers of Bac Ninh province's investment promotion conference in 2020. - Monitoring the process of applying for approval of the policy of Gia Binh Industrial Park Infrastructure Project, Yen Phong II-A Industrial Park Infrastructure Project, Que Vo III Industrial Park - Division 2 and adjusting the Project of Nam Son Industrial Park - Hap Linh.

- Signing a Escrow Agreement to ensure the implementation of the Yen Phong II-C Industrial Park infrastructure project, Thuan Thanh Industrial Park III-Division B.

3. Business management:

It is estimated that for the whole 2020, there will be 50 projects in operation, bringing the total number of projects in operation to 1,110 projects.

- The Management Board of IZs regularly reviews and captures the reality of the operation status of enterprises in the IZs; Followed the procedures for terminating the operation of investment projects and revoking investment registration certificates for 21 projects with a total registered investment capital of 44.1 million USD. Up to now, the operation has been terminated and the certificates of investment registration have been revoked for 260 projects with a total registered investment capital of 990 million USD.

4. Labor management:

- As of 30/11/2020, Bac Ninh industrial zones employ 331,604 employees, an increase of 37,033 workers compared to the end of 2019; In which, local workers are 81,618 people (24.6%), female workers are 193,752 people (58.4%), foreign workers are 6,863 people (2.07%). The average income of workers in the industrial zones in Bac Ninh is 8.5 million VND / person / month (indirect labor: 9.5 million VND / person / month; direct labor: 7.5 million VND / person / person /month).

- In 2020, the Board will register the labor regulations for 65 enterprises; Receiving 58 copies of the enterprise's collective labor agreement; Issuance and re-issue of 2,479 work permits for foreigners; Confirming that 60 foreigners are working in IZs are not subject to work permits; Receiving notices about overtime work from 200h to 300h in 2020 of 61 enterprises; Approve the plan of employing foreign workers (as authorized by the Provincial People's Committee) for 925 enterprises / 2,667 foreigners;

- Implement the direction of the People's Committee of Bac Ninh province on support entry, reception and isolation of foreign workers coming to work in Bac Ninh province during the time of the Covid-19 announcement by Vietnam. The Management Board of Bac Ninh IZs suggested the Provincial People's Committee establish a Task Force to support entry, reception and isolation of foreign workers coming to work in Bac Ninh province during the announcement of the Covid-19 outbreak. Laborers who have completed their jobs and left home are: 1,007, of which: Korean workers: 802 people; Labor, Chinese nationality: 205 people.

- Coordinate with units to propagate policies on salary policies, social insurance, ... Propagandize and urge industrial parks enterprises to well implement the law on labor, especially foreign workers, and the implementation of labor regulations, signing collective labor agreement. Settling arising jobs related to the labor situation in the IZ. 5. Environmental management:

- Participate in EIA report appraisal meeting led by: (1) DONRE for 133 projects; (2) Ministry of Natural Resources and Environment presides over 07 projects.

- Coordinate with the Department of Natural Resources and Environment: (1) on draft conclusions on environmental administrative handling for 03 companies; (2) Unexpected inspection of 04 companies; (3) Consider repairing the wastewater treatment system of Ace Vietnam Company Limited; (4) Check the results to put the project into trial operation at 14 companies; (5) Check and certify environmental protection works of 23 projects.

- Work with related units to resolve petitions of IZ enterprises on environmental issues, clean water supply, waste discharge ...

- Urge industrial zone enterprises to strictly comply with the construction schedule of the concentrated wastewater treatment station (Hanaka Company); the discharge, cleaning of canals, fire and explosion prevention according to regulations; report the results of overcoming the shortcomings according to monitoring conclusions of the Committee of Science, Technology and Environment.

- Up to now, among 10 operating industrial zones: 09 industrial zones in operation have centralized wastewater treatment system meeting the prescribed standards; 01 Hanaka Industrial Park has completed the construction and installation of equipment but has not come into operation yet due to the lack of space for construction of wastewater collection system to the treatment station.

6. Inspection and examination:

- The Management Board of Industrial Zones has performed well the prevention and fight against corruption, waste and other negative manifestations; There is no complaint or denunciation letter against the agency's officials, employees or employees. Notice of citizen reception, room arrangement and citizen reception schedule; issued the Rules for citizen reception and monitoring books, and handling complaints and denunciations according to regulations. 7. The work of ensuring security and order in industrial zones:

2. Administrative reform:

- In the first 11 months of 2020, the Management Board of the IZs received 5,345 dossiers to settle administrative procedures in the fields (Employment; Investment in Vietnam; Basic Construction; International Trade). In which, number of dossiers for early payment and on-time payment was 4,629; the number of additional requests is 154 records; refused to process 385 cases; 103 corporate records requested to withdraw records; no record of deferred payment. - Applying information technology thoroughly and effectively in solving administrative procedures, maximizing computerization of activities in the process of administrative procedures. III. GENERAL ASSESSMENT

1. Achieved results:

- Production and business activities of IZ enterprises maintained stably, a number of targets were not fulfilled compared to the plan in 2020 (on the estimated targets: Industrial value reached 106%; Revenue 107%; Import achieved 112%; Export reached 97%; Submission reached 87%). It is estimated that in 2020, compared with the results of 2019, the targets will basically reach the completion of the value of the industrial value of 101%; Turnover 101%; Import reached 103%; Exports reached 94%; Submit the budget to 99%).

- Administrative reform, especially administrative procedure reform (administrative procedure) has been strengthened. - The control of the land rental price of the industrial park does not have a control framework; The work of compensating for land clearance of the industrial zone is facing many difficulties; Completing mechanisms and policies to manage, administer, and provide incentives for enterprises in the adjacent area, the development zone and the Tan Hong - Hoan Son area facing many difficulties;

- Fire protection appraisal and approval take a lot of time for enterprises in the construction permit work, causing difficulties for businesses.

- The enterprise's use of labor depends greatly on the market and its technology, while for this indicator, it is difficult for enterprises to forecast. The work of capturing the labor recruitment needs of enterprises is still difficult because enterprises have not formulated or built a long-term plan incorrectly, not reporting fully according to regulations. Some enterprises have not made (or filed late) reports on the use of labor, reports on the labor contracts of foreign workers after being granted a labor license as prescribed.

- The software currently being used in solving administrative procedures for businesses is not yet integrated, so it is difficult in the operational process.

- Some Laws have not been adjusted synchronously, causing difficulties in the management and administration; Construction law often changes, so it is difficult to catch up with construction investment procedures and order for enterprises; In addition, enterprises are not highly aware of the observance of regulations on construction investment, labor safety, fire safety and the environment.

- Regarding the implementation of service activities: Some employees are not proactive in performing their tasks, leading to not reaching the set work progress; Investment promotion channels are not diversified and of low quality. I. OBJECTIVES, ORIENTATION

1. Orientation and general objectives: Implementing the Resolution of the twentieth Provincial Party Congress; on the basis of analyzing the international and domestic contexts, analyzing and evaluating the current development status of industrial zones; identify plans to develop and adjust the scale and structure of industries; Taking into account the conditions of localities in the northern key economic region, the capital region of Hanoi and FDI inflows into Vietnam, Bac Ninh continues to build and develop a number of supporting industrial zones. Building and developing industrial zones in association with urban areas in a modern, synchronous direction, is a reliable and attractive destination for investors. Continue to promote the reform of administrative procedures, openness and transparency, create all favorable conditions for investors. Focus on attracting investment in projects with large scale, high technology and friendly environment.

2. Some basic goals:

- Regarding the leadership in implementing political tasks: Attracting about 100 secondary projects to invest in industrial zones with a total newly registered and increased investment capital of about 1,100 million USD (FDI: 85 projects with total capital 1,000 million USD, domestic 15: projects with total investment capital of 100 million USD). The secondary enterprises in the industrial zones create: Industrial production value reaches about 1,200,000 billion VND; Export value reaches about 36.5 billion USD; Import value is about 23.5 billion USD; Budget revenue through taxes is about 11,500 billion VND. 1. 3. Strengthen the mobilization and promotion of investment in IZs. To create a synchronous and close coordination among branches and localities, to be proactive in implementing investment promotion. 4. 6.
