2. Promotion, attraction and issuance of investment certificate:

5. Environmental management:

- Urge industrial zone enterprises to strictly comply with the construction schedule of the concentrated wastewater treatment station (Hanaka Company); the discharge, cleaning of canals, fire and explosion prevention according to regulations; report the results of overcoming the shortcomings according to monitoring conclusions of the Committee of Science, Technology and Environment.

- Up to now, among 10 operating industrial zones: 09 industrial zones in operation have centralized wastewater treatment system meeting the prescribed standards; 01 Hanaka Industrial Park has completed the construction and installation of equipment but has not come into operation yet due to the lack of space for construction of wastewater collection system to the treatment station.

6. Inspection and examination:

- Fire protection appraisal and approval take a lot of time for enterprises in the construction permit work, causing difficulties for businesses.

- The enterprise's use of labor depends greatly on the market and its technology, while for this indicator, it is difficult for enterprises to forecast. The work of capturing the labor recruitment needs of enterprises is still difficult because enterprises have not formulated or built a long-term plan incorrectly, not reporting fully according to regulations. Some enterprises have not made (or filed late) reports on the use of labor, reports on the labor contracts of foreign workers after being granted a labor license as prescribed.

- The software currently being used in solving administrative procedures for businesses is not yet integrated, so it is difficult in the operational process.

- Some Laws have not been adjusted synchronously, causing difficulties in the management and administration; Construction law often changes, so it is difficult to catch up with construction investment procedures and order for enterprises; In addition, enterprises are not highly aware of the observance of regulations on construction investment, labor safety, fire safety and the environment.

2. Some basic goals:
