Accordingly, the work of building institutions and completing legal regulations on emulation and commendation continues to be researched, developed and promulgated by the province in order to improve the effectiveness and efficiency of State management. The emulation movement is becoming more and more practical, effective, innovative and creative, gradually overcoming the formality. Emulation movements launched by the central and provincial governments continued to be implemented effectively and in depth, in diverse and rich forms, with clear, specific, practical criteria and content, closely related political tasks, actively responded and participated by all classes of people. Propaganda, praise and replication of advanced examples have made clear changes; there is close coordination between the Emulation and Commendation Board (Department of Home Affairs) and the provincial media agencies in introducing and propagating advanced examples.

Along with emulation and commendation work, which is often interested and renewed, the Provincial People's Committee has directed branches, units and localities in the province to improve the quality and seriously implement the review, approval and reward proposal. Localities and units have proactively and timely rewarded typical outstanding collectives and individuals, cases of unexpected achievements, employees directly working in production, in the fight against crime, in study, in scientific research, in natural disaster prevention and control, and in the prevention of the Covid-19 epidemic; especially increase the reward rate for those who directly work. Through the commendation work, timely encouragement of organizations and individuals with typical and outstanding achievements contributed to the realization of the province's socio-economic development goals and targets.

The renewal and extensive launch of the emulation movement and the promotion of commendation work into practical and effective depth, the emulation and commendation work of the province has made positive changes, creating motivation for localities to improve their performance. Localities, units and all classes of people enthusiastically emulate to complete all political tasks. In the past year, in the face of complicated developments of the Covid-19 epidemic, the Provincial People's Committee has launched a response to a special emulation movement to prevent and control the Covid-19 epidemic, in order to promote the strength of the whole political system, to concentrate all resources on the prevention and control of the Covid-19 pandemic; while recovering and developing economy-society, ensuring social security and the life and health of people in the province. Responding to the emulation movements launched by the central and provincial governments, departments, agencies, unions, businesses and localities in the province with many innovations and creativity; emulation content is concretized, closely following the targets and political tasks of each branch and unit. Typically in the field of propaganda, the Provincial Party Committee's Propaganda Department launched the movement "Strengthening the propaganda of patriotic emulation movements in the province". The Vietnam Fatherland Front Committee of the province had the movement "Fatherland Front and socio-political organizations actively implement the office culture movement". Provincial police with the movement "Bac Ninh Provincial Police with emulation movement for national security". The Department of Education and Training had the movement "Emulating the implementation of office culture in the management and teaching of the education sector". Department of Agriculture and Rural Development had the movement "Continue to well implement the emulation movement of Bac Ninh to join hands in building new countryside in the period of 2020-2025". Department of Planning and Investment launched the movement "Office culture contributes to promoting administrative reform at the Department of Planning and Investment of Bac Ninh province". Department of Health had the movement "Bac Ninh health sector continues to innovate the service attitude of medical staff towards patient satisfaction". The Provincial Public Administration Center had the movement "Office culture of cadres and civil servants of the Public Administration Center at all levels and the one-door, on the stop partsat commune level in handling administrative procedures in Bac Ninh province"… The movements were contribute to promote and improve the quality, efficiency and work of cadres, civil servants, public employees and employees. The Bac Ninh Industrial Zones Authority also launched the movement "Innovating the emulation movement of enterprises under management of the Bac Ninh IZA".

On January 25, 2022, the Provincial People's Committee issued Decision No. 109/QD-UBND on the organization of emulation clusters and blocks in 2022. The Bac Ninh Industrial Zones Authority issued the following Decisions: No. 26/QD-BQL dated April 1, 2022 on the establishment of a branch-level emulation and commendation council; No. 47/QD-BQL dated June 17, 2022 on the establishment of emulation clusters in industrial parks in Bac Ninh province. Accordingly, 03 emulation clusters were established: Emulation cluster No. 1 including infrastructure investors in industrial zones: Tien Son, Dai Dong - Hoan Son, VSIP, Hanaka (Cluster leader is VSIP Bac Ninh Co., Ltd.); Emulation cluster No. 2 includes infrastructure investors of industrial zones: Yen Phong, Yen Phong II - subdivisions A-B-C, Gia Binh, Gia Binh II (Cluster leader is Viglacera Corporation - JSC); Emulation cluster No. 3 includes infrastructure investors in industrial zones: Thuan Thanh I, Thuan Thanh II, Thuan Thanh III - Module 1, Thuan Thanh III subdivision B, Que Vo, Que Vo II - phase 1, Que Vo II - phase 2, Que Vo III - phase 1, Que Vo III - phase 2 (Cluster head is Kinh Bac Urban Development Corporation - JSC).

Immediately after the establishment of emulation clusters in industrial parks in the province, the Bac Ninh IZA has issued Decision No. 48/QD-BQL dated June 23, 2022 on promulgating regulations on the operation of emulation clusters in industrial parks. The establishment of the emulation clusters and the issuance of clear operating regulations of those clusters have been a visionary innovation when up to now, the implementation of emulation and commendation work for enterprises in industrial zones in the whole country still carries heavy nature of state management of departments, agencies and branches. After the establishment of the emulation clusters, with the cluster heads being large infrastructure investment and development companies which have been operating in the area for a long time. With extensive experience in industrial park development, they will contribute to making the assessment, objectively and closely following the reality of production and business activities, the process of formation and development of enterprises in industrial parks.

For many years, Bac Ninh has always been in the top of the country in industrial development, enterprises in industrial parks licensed and managed by the Bac Ninh IZA still bring great contributions to the development of the province in particular  and industry in general. After more than 2 years of the Covid-19 pandemic affecting the entire economy, the production recovery momentum of industrial park enterprises has started from the second half of 2021. Production growth results after the pandemic of industrial park enterprises are extremely impressive. By the end of 2021, Bac Ninh industrial zones have more than 1,150 operating businesses. Businesses have contributed more than 12,500 billion VND to the provincial budget, creating more than 330,000 jobs for workers in Bac Ninh and the whole country. In 2021, there are still many challenges from the epidemic, however, industrial park enterprises still create industrial production value of 1,259,210 billion dong, revenue of 1,343,762 billion dong, export value of 38.5 billion USD, import value of 27.4 billion USD. In the first 6 months of 2022, Bac Ninh industrial zones will still be the driving force of the province's growth. Results of the first 6 months of 2022: Industrial production value is estimated at 677,053 billion dong (equivalent to 123% of the same period in 2021); Revenue reached 756,858 billion dong (equivalent to 127% of the same period in 2021); Exports reached 20.15 billion USD (equivalent to 124% of the same period in 2021); Imports reached 15 billion USD (equivalent to 138% of the same period in 2021); Budget contribution is estimated at 7,100 billion dong (equivalent to 137% of the same period in 2021). All important targets of industrial park enterprises have achieved more than 50% of the set plan.

Continuing to promote the industrial strengths of the province, combined with the collective leadership, civil servants and employees of the Bac Ninh Industrial Zones Authority always seek innovation in both thinking and saction. Innovating from administrative management method to emulation movement in the whole business sector. In order for the emulation movement to spread widely in industrial parks, bringing practical effects, in the coming time, the Bac Ninh IZA will organize to launch an emulation movement to perform the key task of restoring post-pandemic economy, contributing to the successful completion of socio-economic development targets, ensuring national defense and security of the province. Focus on flexibly and effectively implementing the goals of both Covid-19 prevention and control, socio-economic development, ensuring safe and flexible adaptation, and effective control of the Covid-19 epidemic; contribute to the comprehensive fulfillment of socio-economic development goals and targets in 2022. The establishment and operation of emulation clusters in industrial parks will be both a goal and a motivation for the production recovery momentum and industrial development of Bac Ninh province./.
