GENERAL FEATURES
The
Party Committee of the Bac Ninh Industrial Zones Authority is the Party Committee under the
Party Committee of the Provincial Agencies and Enterprises Block, with 06 party cells, managing
74 party members.
Bac
Ninh Industrial Zones Authority (hereinafter referred to as Bac Ninh IZA) was established under the Prime
Minister's Decision No. 152/1998/QD-TTg dated August 25, 1998; with functions, tasks, organizational
structure, payroll and working positions assigned by the Provincial People's
Committee, including: 08 specialized divisions, 01 affiliated non-business unit. The Bac Ninh IZA has total of 84 people, including officers,
staffs and contract labors.
The Bac Ninh IZA has
established socio-political organizations, including: Veterans Association;
Industry Trade Union, IZA's Trade Union, Ho Chi Minh Communist Youth Union. Besides, the People's
Inspection Board and Women's Committee have also been established to operate in
accordance with regulations.
Part One
RESULTS OF POLITICAL
MISSIONS IMPLEMENTATION
I. RESULTS OF OLITICAL MISSIONS IMPLEMENTATION
1. Party building work
1.1. The situation of implementing, studying and thoroughly
implementing the guidelines, directives and resolutions of the Party, policies
and laws of the State, and directive documents of the superior party
committees, specifically:
- Focus on
propagating, mastering, researching and implementing: Resolution of the 13th
National Congress of the Party; Resolution of the 20th Provincial Party
Congress; Resolution of the 9th Provincial Congress of the Party Committee of
the Provincial Agencies and Enterprises Block; Resolution of the 4th Party Congress of the Bac Ninh IZA (term of
2020-2025); Results of the 15th meeting of the 12th Central Committee of the
Communist Party of Vietnam; the results of the 2nd Central Conference (term
XIII) associated with the propaganda of outstanding achievements of the country
after 35 years of renovation; Directive 01-CT/TW dated March 9, 2021; The deployment
of the theme of the whole term of
the XIII Party Congress and the topic of 2021;
Newly issued documents and policies; propaganda and anniversary days of the
year.
- Continue to maintain
and promote the implementation of Directive No. 05-CT/TW dated May 15, 2016 of
the Politburo on promoting learning and following Ho Chi Minh's ideology,
morality and style;
+ Deployment form:
The
Party Committee of Bac Ninh IZA has actively developed and effectively organized the implementation
of the contents according to the program, plan and direction of the superior Party Committee.
Collective
leaders of the Party Committee and IZA
have attended in-person and online
conferences organized by the province;
Cadres, party
members have attended conferences organized by the Party Committee of IZA, and the above
online conferences at the bridge point organized by the central government and
the province, and through monthly activities of the cell.
1.2. Directing thematic activities:
- To direct the implementation of learning and
following Ho Chi Minh's thought, morality and style
according to Directive 05-CT/TW of the Politburo and Resolution 4 of the
Central Committee (term XII) "on strengthening construction, rectification
of the Party; preventing and reversing the degradation of ideology, politics, morality, lifestyle,
"self-evolution", "self-transformation" internally”. Accordingly, 100% of
cadres, party members and masses in the IZA’s Party Committee participated in studying
and writing a registration form to follow Uncle Ho's moral example according to
the theme of the whole term of the 13th Party Congress and the theme of the year 2021.
-
To organize 06 sessions of thematic activities
associated with Ho Chi Minh's study
and the Action Program to implement the Resolution of
the Fourth Conference of the 12th Party Central Committee "on
strengthening construction, rectification of the Party; preventing and reversing the degradation of
ideology, politics, morality, lifestyle, "self-evolution",
"self-transformation" internally”; Raising the sense of self-criticism and criticism in
the entire Party Committee. Directing the agency to strictly comply with regulations on declaration of
assets and income; Leading the implementation of regulations on setting an example by cadres
and party members, especially heads of agencies and units.
- Results: A positive change has been created in
ethics, lifestyle, sense of discipline, working style, responsibility for the
work of all cadres, party members, the masses, therfore forming a union unify, preventing corruption,
wastefulness and negativity.
1.3. Improving the quality of Party organizations and Party members:
- The Party
Committee and its branches have seriously implemented the working regulations
of the Party committees and the operation regulations of the Party
organizations. Well implement the principle of democratic centralism,
especially the principle of organizing Party activities; regularly and orderly maintain the monthly Party
activities and thematic activities; The percentage of party members attending
monthly activities is over 98%. Well perform the party's work, the work of conducting a preliminary review, summarizing and evaluating the quality of the party organization
and its members every 6 months and every year.

In 2021, the IZA’s Party Committee had 02 persons admitted to the party, 05 party members considered for official party
transfer, 04 party members granted new party membership cards; transfered the party 01 party
member, received 02 party members; 02 Party members were sent to study advanced
political theory, 01 mass was sent to attend training classes for subjects
admitted to the party; 04 masses were sent to attend training classes for new
party members.
- Evaluation
results in 2021: The Party Committee completed the task.
1.4. Work
of inspection, supervision and discipline in the party:
- In 2021, the Bac Ninh Provincial Party
Committee inspected 02 times for
the IZA’s
Party Committee. Accordingly:
+ They inspected party members according to Article 30 of the Party Charter for 05
leaders of the Bac Ninh IZA. According
to inspection conclusions issued in May 2021, inspected organizations and
individuals have repaired, remediates, reported, explained and proposed a way to overcome existing
limitations in accordance with inspection conclusions;
+ They inspected according to Article 32 of the Party's Charter for 01 leader of the IZA (The inspection conclusion of the
competent authority was issued in September 2021).
- Results of
self-inspection and supervision in the Party Committee of the Bac Ninh IZA:
+ Regarding
inspection: The Party Committee of the Bac Ninh IZA has inspected 01
affiliated cell and 02 party members according to Article 30 of the Party's
Charter; The Inspection Committee of the IZA’s Party Committee inspected 01 affiliated cell under Article 32 of the
Party's Charter; Affiliated cells directly under the plan conducted inspection for 08 party members according to
Article 30 of the Party Charter (complete 100% of the plan in 2021, with
separate report).
+ Supervision:
The Party Committee assigns 06 Party members to directly lead the supervision
work for each cell and party member. The Party Inspection Committee of the Bac Ninh IZA assigns 03 its members to be in charge
of regular supervision over the affiliated cells and party members.
- Discipline: In 2021, the Party Committee
has 02 party members who were disciplined in the form of reprimand.
2. Results of directing collective activities:
2.1. IZA’s
Youth Union: Maintained effective
operation according to Youth Union's Charter. In 2021: The Youth Union is classified as a unit of job well-done; 24/24 the
union members are classified as successfully completing the tasks; 01 member is requested to be granted the Certificate of Merit of the Youth Union of Provincial Agencies and Enterprises Block.
2.2. IZA’s
Trade Union: Maintained activities according to the organization's Charter. Year 2021: IZA’s Trade Union achieved a clean and
strong union; 92/92 (100%) trade union members successfully completed their
tasks; 03 individuals requested the Provincial Labor Confederation to award Certificates
of Merit; 06 individuals asked the Trade Union of Bac Ninh Industrial Parks to
give Certificates of Merit.
2.3. IZA’s Veterans Association: Maintained activities according to the organization's Charter. During the year, 100%
of the members rated as successfully completing the tasks. The team is clean
and strong.
2.4. Trade Union of Bac Ninh Industrial Parks: In 2021, guided the establishment of 94 new trade unions,
developed 8,206 new union members; bringing the total
number to 706 union bases directly managed with 132,733 union members; Well performed the task of taking
care of life, protecting the legitimate rights and interests of union members
and employees; Coordinated with the Bac Ninh IZA to settle
the petitions of the workers. Launched emulation movements in IP enterprises. Maintained the operation of
the Trade Union Audit Committee.
II. RESULTS OF IMPLEMENTATION OF AUTHORIZED FUNCTIONS
AND TASKS
*General assessment: In 2021, the leaders of the Party
Committee and Bacninh IZA have focused on leading and directing the agency to overcome the negative
impacts of the Covid-19 epidemic to successfully complete the assigned tasks and achieve many encouraging results:
Administrative procedure reform has made many positive changes; the quality management
system
were well maintained
according to ISO 9001:2015; investment promotion activities in
industrial zones had many
innovations and creativity; investment attraction raised in both quality and quantity, attracting many
large investment projects, especially FDI capital; Construction planning is
closely monitored and supervised, promptly advising the Provincial People's
Committee to adjust and supplement the planning of industrial zones in the
province; strengthened the quality
management of construction works in industrial zones; Actively improved the business environment;
strengthened the
promotion of measures to remove difficulties for enterprises; Well controlled the epidemic, support entry,
isolate labor to ensure the stability of human resources, do not stretch the
global production and supply chain; Focused on environmental management; Through activities of inspection and supervision of the
representative Division in the
IZs, the post-investment management and activities at the IZs were maintained regularly; ensured security, order, and safety in preventing and controlling fire and explosion, preventing serious cases; Trade union work was concerned with the development
of union members, building a strong trade union organization; The targets were
met and exceeded the plan, the number of newly registered projects reached
125%; total newly registered and adjusted investment capital reached 167%; The
value of industrial production reached 105%.
* Specific results:
1. Office and internal maintainance work of the Bac Ninh IZA
1.1. Maintaining the internal
affairs of the agency, through the strict implementation of the rules and
regulations of the IZA, 100% of units and individuals developed plans to concretize the performance of assigned missions, registered to perform these
missions at the
beginning of the year.
1.2. Strictly complying with the provisions of the law and
the regulations of the Provincial People's Committee on the management of
finance, assets and the assigned budget; collection, management and use of fees
and charges to be in accordance with the
provisions of law.
1.3. Publicity, transparency, democracy and objectivity were legally ensured in management of organizational apparatus, payrol, cadres, civil servants, public employees, positions
of employees; in training, retraining
and settlement of regimes and policies, etc.; strictly
implementing the regulations and procedures on recruitment and appointment of
civil servants and public employees. In 2021, there were 01 person
appointed by the Chairman of the Provincial People's Committee to hold the
position of Director of the Bac
Ninh IZA, because the former Director was assigned
to another job; 03 deputy
directors of the Bac Ninh IZA were re-appointed, 06 officials at the
departmental level were re-appointed (05 heads of divisions and 01 deputy
head of the division); Newly recruited 01 civil servant, 01 public employee; Regularly increasing salary
for 15 civil servants.
1.4. Administrative reformance
a. Reformance of
administrative procedures:
-
Regularly reviewed, supplemented and amended the issued administrative procedures; publicly posted 100% of
administrative procedures in accordance with regulations at the Provincial Public Administration
Center, on the provincial web portal and on the website of the Bac Ninh IZA.
- Timely
advised
the Provincial People's Committee to issue Decision No. 1058/QD-UBND dated
August 24, 2021, on the publication of 42 administrative procedures under the
jurisdiction of the IZA, ensuring compliance with changes under the law.
- Registered
10/26 administrative procedures with dossiers (accounting for 38.46%)
implementing the "5 on-the-spot" mechanism at the Provincial Public
Administration Center; Provided online public services at level 2 for 100% of administrative
procedures; Registered and provided online public services at level 3 and level 4 for 18 administrative procedures
(accounting for 42.86%) of which: 13 administrative procedures were supplied with online public services at Level 3, accounting for 30.95%; 5 administrative procedures were supplied with online public services at Level 4, accounting for
11.91%.
b. Settlement of
administrative procedures:
In
2021, 9,648 dossiers of administrative procedure settlement were received under
the one-stop mechanism at the Provincial
Public Administration Center. In which, the number of applications
received online were 6,074 records, accounting for 63%; early and on-time payment
dossiers reached the rate of 72.5%; the number of additional requests was 865
records; refused to process 482 records; enterprises requested to withdraw 577
dossiers; No deferred payment records. The rest are pending applications.
Cases
of refusal to settle and return of dossiers were adequately explained and guided by the IZA in accordance with
regulations.
- Regularly
received
and promptly handled feedbacks and recommendations of investors and businesses (through
forms such as: direct feedback, in writing, e-mail, phone, zalo...).
c. Maintained and applied the quality management
system according to the national standard TCVN ISO 9001:2015 in accordance with
the regulations associated with the effective application of information
technology in solving administrative procedures:
- Maximized computerization of
administrative procedures; Civil servants and public employees were regularly updated and
fostered, proficient in the use and exploitation of application software in
solving administrative procedures, specialized software of the Ministry of
Planning and Investment (Foreign Investment Management Department); effectively maintained and exploited the administrative document
management software of the province. Result: The number of incoming and
outgoing documents processed in 2021 was: 11,756 documents. In which: Electronic
documents were
more than 4,000 documents; Incoming paper documents were 2,500 documents; The
normal released
document (paper version) were 5,259 documents; Digitally signed documents were about 3,000 documents.
d. Maintained and operated the web portal of the Bac Ninh IZA in accordance with regulations; Established, provided information, and promptly reported on the results of receipt and settlement of recommendations in accordance
with the provisions of Group 3 -
best of the province.
1.5. Organization and implementation of emulation
movements
a. Well performed the registration and implementation of the emulation and
commendation work in 2021 in the provincial
economi-technical emulation block according to the
guidance of the province, the Ministry of Planning and Investment and the
emulation block of the Management Board of the Red River Delta provinces.
b. Specific results:

Regarding the annual commendation in 2021:

Regarding high commendation: Proposing the Provincial Emulation and Commendation Council to consider and submit to the Prime Minister to award a Certificate
of Merit for 01 individual.

Regarding the reward of the Ministry: Request the Ministry of Planning and
Investment to award certificates of merit to 02 collectives and 04 individuals.

Regarding the reward of the province: According to Decision No. 1627/QD-UBND
dated December 22, 2021, the Bav
Ninh IZA had 03 units recognized as excellent labor collectives; 02 units and 03 individuals were awarded certificates of merit by the Chairman of the Provincial
People's Committee.
- Regarding
the reward of the agency: Director
of the Bac Ninh IZA signed Decision No. 97/QD-BQL dated
December 6, 2021, recognizing 09 collectives to win the title of "Advanced
Labor Collective"; 19 individuals won the title of "Basic Emulation
Fighter"; grassroots emulation warrior 62 individuals won the
title of "Advanced Laborer".
* Regarding rewards for achievements in the prevention and control
of the Covid-19 epidemic:

Proposed
to consider and award the Prime Minister's Certificate of Merit to the IZA and 01 individual.
-
02 collectives and 03 individuals were awarded the Certificate of Merit by the
Minister of Planning and Investment.
- Chairman of
the Provincial People's Committee presented Certificates of Merit to 05
individuals of Samsung Corporation who have made excellent achievements in the
prevention of Covid-19 epidemic and socio-economic development of Bac Ninh
province.
* Regarding rewards and summaries of 30 years of development of economic
zones and industrial zones in the country:
- Proposed to award the
Prime Minister's Certificate of Merit to the Bac Ninh IZA and 02 enterprises;
- 02
enterprises were awarded Certificate of Merit by the Minister of Planning and Investmen.
2. Management planning, construction and land in industrial zones
2.1. Management of
planning:
To fully perform the assigned and authorized planning management
tasks and powers specified at Point b, Clause 3, Article 63, Point a, Clause 1,
Article 64 of Decree No. 82/2018/ND-CP, specifically:
- Regarding development planning of industrial zones: In 2021, the Bac Ninh
IZA has advised the Provincial People's Committee to submit
to the Prime Minister for approval the investment policy for 06 industrial
zones, on that basis, advised the Provincial People's Committee to direct the decision on
establishment of these industrial
zones strictly according to the provisions of law,
including industrial zones named: Thuan Thanh I, Gia Binh, Gia Binh II, Que Vo III - Phase 2, Que Vo II
- Phase 2, Yen Phong II-A.
The Bac Ninh IZA has urged, guided, directed the formulation and
adjustment of plannings for approved industrial zones according to the
following documents: No. 1511/TTg-KTN dated August 20, 2014; No. 2007/TTg-KTN
dated November 6, 2015 and No. 1402/TTg-CN dated October 15, 2021 of the Prime
Minister, specifically:
+
Organized
and urged
the formulation of construction subdivision planning at the rate of 1/2000 Que Vo II - Phase 2 industrial park with an
area of 277.64 ha, IZ Yen Phong II - A
industrial park with an area of 158.81 ha;
+
Adjusted
the construction subdivision planning at the rate of 1/2000 Gia Binh Industrial Park, Que Vo expandedIndustrial Park, Thuan Thanh III
- Module 1 Industrial Park (Khai Son), Thuan Thanh II Industrial Park.
Advising on
adding a land plan of about 100 hectares to Thuan Thanh III - Subdivision C Industrial Park; at the same time, reporting to the Provincial
People's Committee to submit to the Prime Minister for approval to supplement
the planning area of Thuan Thanh III Industrial Park to 636 hectares (an
increase of about 100 hectares).

Guided a
number of infrastructure investors to complete dossiers and procedures to
report to the Ministry of Planning and Investment and relevant ministries and
branches for appraisal and submission to the Prime Minister for approval of the
investment policy, to complete the procedures for the establishment of the industrial
park, and to be the basis for implementing preferential policies for investors and
completely solving problems and problems for many years.
- Approved tasks and projects of detailed
construction planning of investment projects in
industrial parks, development planning scheme of industrial zones in Bac Ninh province
to 2030 under the direction of the Provincial People's Committee in Document
No. 1155/UBND-XDCB dated April 22, 2021. Accordingly, the Bac Ninh IZA has cooperated
with provincial departments and localities to complete the review and report to the Provincial
People's Committee proposing to add 02 industrial zones in Luong Tai district
to the provincial planning; at the same time, coordinating with the Department
of Planning and Investment and the Planning Formulation Consulting Team of the Bac Ninh
Province
for the period of 2021-2030 with a vision to 2050 to integrate the above two
industrial zones into the provincial planning.
Coordinating with the Department
of Construction to research and propose additional development of Industrial -
Urban - Service zones in Luong Tai district with a scale of 665 ha; 01
industrial park in Luong Tai district; 01 industrial park in Gia Binh district with a
scale of 250 ha and 01 industrial park in Que Vo district with a scale of 150 ha to integrate into the
provincial planning and serve as a basis for making the master plan on
development of industrial parks in the period of 2030.
- Coordinated and provided documents, data
related to the planning of industrial zones in Bac Ninh province for the
Department of Construction and the Department of Planning and Investment to
serve the planning of urban development in Bac Ninh province and planning of
Bac Ninh province to 2035 with orientation to 2050.
2.2. Management of construction:
To fully comply with regulations on decentralized
and authorized construction management tasks and powers specified at Point b,
Clause 3, Article 63 of Decree No. 82/2018/ND-CP, specifically:
a. Project appraisal and construction design and
estimate under the authority of the Department of specialized construction
management for projects and works in industrial parks, specifically:
- Appraisal of detailed planning of 1/500 scale
for projects with scale of >5 hectares for construction investment in
industrial zones for: 03 projects.
- Appraisal of basic design and feasibility study
report: 41 construction and investment
projects.
b. Granting, adjusting, extending,
re-granting and withdrawing work construction permits for construction works in
industrial parks which requested construction permits. In 2021, the Bac Ninh IZA has:
- Granted construction permits: 100 works.
- Issued adjusted construction permit:
10 projects.
- Extended Construction Permit: 01 project
c. Perform the task of quality control of
construction works for projects in industrial parks, specifically:
- Carried out inspection of the acceptance and
completion of works of enterprises before putting them into use according to
regulations, at least once per project or project.
- In 2021, there are no incidents of unsafety or
unsanitary problems in construction in industrial zones. The Bac Ninh IZA has issued many documents guiding law
enforcement, fire and explosion prevention, flood and storm control and
Covid-19 prevention to enterprises in industrial zones.
2.3.
Management of land:
To fully and properly
perform the assigned land management tasks and powers as prescribed in Point dd
Clause 2 Article 63, Point a Clause 2 and Points g and h Clause 3 Article 64 of
Decree No. 82/2018 /ND-CP, specifically:
- Planning of land use: the Bac Ninh
IZA has cooperated with the Department of Natural
Resources and Environment, the People's Committees of localities having the IZs
to report on the situation of the approved development planning of the IZs with
an area of 6,397.68 ha, putting into the planning land use plan for the period 2021-2025 to submit to competent
authorities for approval.
- Effectively managed planning, managed and
used the allocated specialized land and water surface
funds according to the right purposes for use and in accordance with the
general planning on construction of industrial parks, the planning on
construction of functional areas, master plans and plans on land use already
approved by competent authorities;
In 2021, it was decided to recover over 700
hectares in industrial zones: Yen Phong expansion, Gia Binh, Gia Binh II, Thuan
Thanh I...; allocated about 400 hectares by the Provincial People's Committee
in industrial zones: Yen Phong II-B, Yen Phong II-C, Thuan Thanh III -
Subdivision B, Thuan Thanh II, Nam Son - Hap Linh...; over 200 hectares of industrial
land for lease according to the planning.
2.4.
Overall assessment of planning and construction management results:
- By the end
of 2021, Bac Ninh province has 16 concentrated industrial zones approved by the
Prime Minister with a total area of 6,397.68.
10/16 IPs have
come into operation. In there:
- Total
approved construction planning area: 3,896.26 ha;
- Total
industrial land area for lease: 2,645.21 ha;
- The number
of operating industrial zones with centralized wastewater treatment systems meeting
environmental standards: 9/10 industrial zones.
- Average
occupancy rate is approximately: 53.57%.

Results of Investment Management:
Fully and
properly performing the investment management tasks and powers specified at point c, clause
1, point b, point e, point h, point k and point l clause 2 Article 63 of Decree
No. 82/2018/ND-CP, specifically:
In 2021, the Bac Ninh IZA has granted the investment registration certificates for
125 new secondary investment projects (FDI: 84
projects; domestic: 41 projects) with a total newly registered and adjusted
investment capital of $1,813,532 million (FDI: 1,433,462) million USD; domestic:
9,155.62 billion dong, equivalent to 398.07 million USD).
3.1. New issue of Investment
Registration Certificate:

foreign investment projects, an increase of 4 projects compared to 2020,
accounting for 67.7% of new foreign projects in the province, with a total
investment capital of 1,178.3 million USD (increasing 3.5 times compared to
2020), including large investment projects such as: Project of Factory for manufacturing, assembling and testing
semiconductor materials and equipment in Yen
Phong II-C Industrial Park by AMKOR Technology
Singapore. PTE. LTD (Korea) as the investor with a total registered capital of
529,567 million USD; Investor Thuan Thanh Logistics I Development PTE.LTD
(Singapore) (48.2 million USD); Investor Thuan Thanh Logistics II Development
PTE.LTD (Singapore) ($59 million); Investor of Sea Fund - Singapore ($49.5
million), Yen Phong development project in Yen Phong Industrial Park expanded
by ESR V Investor 3 PTE investors. LTD and Yen Phong Investor 1 PTE. LTD
(Singapore) as an investor, registered investment capital of 42 million USD...

domestic projects, an increase of 10 projects compared to 2020, accounting for
71.93% of the number of new domestic projects of the whole province, with a
total investment capital of 6,917.3 billion dong (an increase of nearly 2 times compared to 2020),
with a number of large projects such as: SLP Park Yen Phong project in expanded Yen Phong Industrial Park
invested by SLP PARK Yen Phong Joint Stock Company, with a total registered
capital of 975.24 billion dong; Yen Phong II- KTG Industrial Yen Phong project in Yen Phong II-C
Industrial Park is invested by KTG Industrial Yen Phong Joint Stock Company,
with a total registered capital of 800 billion VND…
3.2.
Issuance of the adjusted Investment Registration Certificates:
Issuing 410 adjusted investment registration certificates for projects (364 turns of FDI projects, 46 turns of
domestic projects), of which 98 times of investment adjustment projects (88
times of FDI projects and 10 times of domestic projects) with total adjusted
investment capital increased by 334,466 million USD (FDI: 237.146 million USD;
domestic: 2,238.37 billion dong, equivalent to 97.32 million USD).
3.3. Evaluation of investment attraction targets in 2021:
- Compared to the 2021 plan: The number of newly registered projects
reached 125% (125 projects/100 projects) and the total newly and adjusted
registered investment capital reached 167% (1,831.53
million USD/1,100/00 million USD).
- Compared to the same period in 2020: The number of newly granted
projects increased by 13% (125 projects/111 projects) and the total newly and
adjusted registered investment capital increased by 79% (1,831.53 million USD/1,020.69 million USD).
3.4.
Granting, re-granting, adjusting, extending and establishing representative
offices of foreign organizations and traders located in industrial zones:
In 2021, the Bac Ninh IZA has granted and renewed 01 license of representative office
of foreign traders in Vietnam.
3.5. Agreement on deposit to secure the implementation of investment
projects for investment projects:
Signing the deposit agreement
for the infrastructure project: Thuan Thanh I Industrial Park; Que Vo II
Industrial Park; Issued a document to perform the escrow obligation to secure the implementation of
the project of infrastructure investment, construction and business of Que Vo
II, Thuan Thanh I industrial zones (not having to pay the deposit or guarantee
certificate immediately of a credit institution at the time specified at
Point a, Clause 5, Article 26 of Decree 31/2021/ND-CP).
3.6.
Results of investment promotion and development of industrial zones in 2021:
Investment
promotion: Received and worked with over 100 turns of domestic and foreign
investors to learn about investment in Bac Ninh industrial zones. Provincial
leaders participated in the delegations of the Prime Minister, the Chairman of
the National Assembly to promote investment in Japan, Korea, India ... with
many signed memorandums and cooperation programs, creating new motivation for development.
Within the framework of the Vietnam - Japan
Investment Promotion Conference taking place in Japan, Chairman of the
Provincial People's Committee Nguyen Huong Giang signed two memorandums of
understanding on strategic partnership to develop a logistics project in Yen
Phong 2A Industrial Park - invested by Mitsubishi
Estate Vietnam Real Estate Group, and project of a high-rise intelligent logistics center - invested by Western Pacific Joint Stock Company in Yen Phong
II-A Industrial Park; Standing Vice Chairman of the Provincial People's
Committee Vuong Quoc Tuan gave the Investment Certificate to Amkor Tecnology
INC Group, invested in building a semiconductor manufacturing plant with a
total registered capital of 1.6 billion USD by 2035, signed the minutes of memorizing cooperation with many other strategic partners in the field of
information technology, training high-quality human resources, developing trade
and services in India in December 2021.
3.7. Granting notice of approval of capital contribution, share
purchase and capital contribution of foreign investors in economic organizations:
From the beginning of the year until now, the Bac Ninh IZA has gratned 15 notices
of approval of capital
contribution, share purchase and capital contribution of foreign investors in
economic organizations with a value of 557.61 billion dong, equivalent to 24.243 million USD.
3.8. Regarding investment in industrial park
infrastructure:
06 industrial park infrastructure projects
were decided on investment policies with a total investment capital of
16,984.08 billion dong,
equivalent to 738.44 million USD; 01 industrial park infrastructure project was adjusted with total additional investment capital of 1,180.37 billion dong, equivalent to 51.32 million USD.
Therefore, the total investment capital of new and adjusted industrial park
infrastructure projects in the year was 18,164.45 billion dong,
equivalent to USD 789.76 million.
4.
Enterprise management:
4.1. Fully and properly performing the investment management tasks and powers
specified at point c, clause 1, point b, point e, point h, point k and point l
clause 2 Article 63 of Decree No. 82/2018/ ND-CP, specifically:
a. Terminated the operation of investment projects and revoke the Investment
Registration Certificate for 41 projects with a total registered investment capital
of 134.4 million USD, of which:
-
Self-reported by enterprises: 30 projects, the reduced capital is 123 million USD;
- The Bac Ninh IZA terminated -
according to Article 48 of the Law on Investment - 11 projects whose business
address is abandoned, the reduced capital was 11.4 million USD.
Accumulated up
to now: The Bac Ninh IZA has terminated the operation and revoked the Investment Certificate
of 307 projects with a total registered investment capital of 1,249.5 million
USD.
b. Results of inspection and supervision of the implementation of
investment objectives; progress of capital contribution and implementation of
investment projects; implementation of terms of commitments for projects entitled to
investment incentives; periodically evaluating the effectiveness of investment activities
in the industrial park: (1) the
Bac Ninh IZA has coordinated with relevant
departments and branches to supervise and evaluate investment projects of
Samsung Display Vietnam Co., Ltd; (2) It has coordinated with agencies to deal with the situation of
enterprises showing signs of fleeing (Vesona) and some other enterprises; At the same time,
reporting
to the Provincial People's Committee immediately after solving the cases.
In 2021,
production and business activities of enterprises in Bac Ninh Industrial Parks achieved high
results, exceeding the set plan and growing higher than the same period last
year, making an important contribution to the overall development of the
province:
- Industrial
production value: reached 1,259,210 billion dong, exceeded the plan in 2021 by 5%, increased
by 8% compared to 2020, accounting for a high proportion of the province's
industrial production value.
- Export
turnover: estimated at US$38.5 billion, surpassing the 2021 plan by 6%,
increasing by 10% compared to 2020, accounting for 83% of the province's total
export turnover. (The province's total export value in 2021 is estimated at USD 46.4
billion - according to the draft socio-economic report in 2021, development
plan in 2022 of the Provincial People's Committee).
- Import
turnover: estimated at 27.4 billion USD, exceeding the plan in 2021 by 17%,
increasing by 17% compared to 2020, accounting for 66.34% of the total import
turnover of the whole province. (The
province's total
import value
in 2021 is estimated at 41.3 billion USD - according to
the draft socio-economic report in 2021, development plan in 2022 of the
Provincial People's Committee).
- Budget payment: estimated
at 12,530 billion dong, exceeding the target of 2021 by 9%, an increase of 10% compared to
2020, accounting for 40.27% of the province's budget revenue (the province’s budget revenue
estimated at 31,110 billion dong according to the Draft Socio-Economic Report 2021, Development Plan
2022 of the Provincial People's Committee).
In 2021, 40
projects have been put into operation, bringing the total number of projects put into
operation in industrial parks to 1,150 projects. Performance results of industrial enterprises growed over the same period

c. Timely solve difficulties and
problems of investors in industrial parks and propose to the Prime Minister,
relevant ministries, branches and provincial-level People's Committees to solve
problems beyond their competence: (1) Issued 07 documents to the Foreign Investment Department, the
embassies of the concerned countries, the People's Committees of communes and
wards on the publication of information of 20 enterprises that have abandoned
their business addresses; (2) Issued 02 documents requesting factory leasing enterprises to
report the situation of factory leasing; (3) Provided information about the
enterprise giving up its business address and avbout their status to the relevant
agency; (4) Reviewed once and reported on the situation of FDI enterprises operating inefficiently; (5) Issuied 02 documents requesting
infrastructure companies to register the land sublease price bracket and
periodic fees; (6) Coordinated with the City People's Committee to mobilize and hold
meetings with businesses to participate in the donation of sculptures and fine
arts to Hoa Binh Friendship Park; (7) Issued 03 notices to enterprises participating in high-level Forums, Seminars,
Conferences, Contests... about IPs; (8) Introduced and nominated typical businesses and individuals to participate
in Vietnam Gold Star Awards, Golden Rose Cup.
d. Other work: Coordinate with the Ministry of Planning and
Investment in building and managing the information system on industrial parks
under its management: Issued a document requesting FDI enterprises to make
statistical reports on the National Investment System. Made 08 periodical reports
on the construction and development of industrial zones and related reports.
4.2. Results of trade management:
To fully comply with regulations on assigned and
authorized trade management tasks and powers specified at Point c, Clause 2 and
Point a, Clause 3, Article 63 of Decree No. 82/2018/ND-CP, specifically :
a. Issuance, re-issuance, adjustment, extension and
revocation of the License for establishment of a representative office and
termination of operation of a representative office of a foreign organization
or trader located in an industrial park
In 2021: Granted and renewed 01 license of representative office of
foreign traders in Vietnam.
b. Issuing certificates of origin for goods manufactured in industrial
zones as authorized by the Ministry of Industry and Trade.
c. Participated in 14 comments with ministries, branches and the
Provincial People's Committee in the development of legal documents, policies
and planning related to investment and development of industrial parks;
d. Issued 03
documents announcing the regulations on epidemic prevention and fighting, based
on that, businesses could circulate goods with localities
in the border gate area; Confirmed the means of transporting
workers to/from the industrial park for 520 businesses.
4.3.Security and order
assurance in industrial parks:
- Regularly followed the area of industrial parks to grasp the security and order
situation and other activities in the industrial zones.
- Coordinated with the Provincial Police, the Industrial Park Police station, the
security team of the infrastructure companies, the industrial park enterprises
to do a good job of maintaining security and safety in the area of the IPs.
- However, in 2021, in industrial parks, there were still: 1 case of strike (in Vsip Industrial Park); 3 cases of
fire and explosion (in VSip
Industrial Park, Que Vo Industrial Park).
5.
Labor management:
5.1. To fully and properly perform the
authorized labor management tasks and powers specified at Point c, Clause 3,
Article 63 of Decree No. 82/2018/ND-CP, specifically:
- Issued and re-issued work permits for
foreign workers working in industrial parks: 3,045 permits
- Confirmed foreign workers
working for enterprises in industrial parks as not subject to
work permits: 12 people.
- Received reports from IP enterprises in the industrial parks explaining about the demand for using foreigners for each job
position that Vietnamese people have not yet met: for 1,284
enterprises with 5,552 people.
- Organized the registration of
labor regulations, received collective labor agreements; received the registration of system of salary scales, payroll, and
labor norms of enterprises in industrial parks: Registered internal rules for 120 enterprises; received 72 collective labor
agreements.
- Received from 60 enterprises: the declaration
of the use of labor, report on the change of labor; received notices about the
organization of overtime from 200 hours to 300 hours in a year of enterprises
in industrial parks.
- Coordinated with other units to propagate
policies on salary, social insurance,... Propagated and urged IP enterprises to
strictly comply with the provisions of the law on labor, especially foreign
workers. Solved the arising problems related to the labor situation in the
industrial park.
5.2. Assessment of the situation of using labor in
industrial parks:
- In 2021, Bac Ninh industrial zones have employed 337,272 workers, of which local workers are 85,960 people (25.4%), female
workers are 189,335 people (56.1%), foreign workers are 7,251 people (2.14%), an increase of 5,668 people compared to December
31, 2020 (331,604 people). The average income of workers in Bac Ninh industrial
parks is 8,750 million dong/person/month
(indirect labor: 9.5 million dong/person/month; direct labor: 8.0 million dong/person) /month). The demand for additional labor recruitment is about
13,000 employees.
- It is expected that in 2022, the number of employees in Bac Ninh
Industrial Parks will increase by 15,000 -20,000 people.
5.3.
Immigration support for foreign workers:
Following
the direction of the People's Committee of Bac Ninh province on supporting the
entry, reception and isolation of foreign workers coming to work in Bac Ninh
province during the time Vietnam announced the Covid-19 epidemic. The Working
Group has closely coordinated in handling and allowing entry of experts,
managers, and high-tech workers to remove difficulties for businesses. Up to
now, industrial parks have allowed entry in total number of 13,625 people, of which: Korean nationals: 5,033
people; Chinese nationals: 4,926 people (345 Taiwanese); Other nationalities:
US 02 people; Japan: 44 people; Poland: 02 people. Supported to rescue Vietnamese people: 3,273 people.
6.
Environmental management:
6.1.
Environmental management results:
Fully and properly perform the
assigned tasks and powers on environmental management as prescribed in Articles
43, Article 44, Point dd, Clause 3, Article 63 of Decree No. 82/2018/ND-CP and
Decree No. 40/2019/ND-CP dated May 13, 2019 of the Government amending and
supplementing a number of articles of decrees detailing and guiding the
implementation of the Law on Environmental Protection, specifically:
a. Coordinating in the appraisal and
approval of environmental impact assessment reports, certification of
completion of environmental protection works, environmental approvals,
certification of environmental protection plans for investment projects in
industrial parks, export processing zones and economic zones, including:
- Participating in the
appraisal of EIA reports: (1) 77 projects at Department level;
(2) 2 projects at level of Ministry of Natural Resources and
Environment.
- Participating in the
inspection team: (1) of General Department of Environment: inspecting 06
companies (confirmation of completion of environmental protection works;
conditions for importing scrap as raw production materials); (2) of Department
of Natural Resources and Environment: Unexpectedly inspecting 01
company; normally inspecting 40 companies (environmental protection works put
into trial operation; confirming completion of environmental
protection works); Reviewed and urged the
implementation of inspection conclusions and contents in the EIA report of 02
companies; Checked and verified information about
environmental pollution in 05 companies...
b. Urging
industrial park infrastructure investment and development companies to deploy
and build a centralized wastewater treatment system; urging Hanaka Group Joint
Stock Company to accelerate the progress of putting the centralized wastewater
treatment system in Hanaka Industrial Park into operation; Urging new
industrial zones, under construction investment, such as: Nam Son - Hap Linh;
Yen Phong II-C (Viglacera)... Strengthening monitoring, urging, reviewing and
directing enterprises to carry out environmental protection; Implementing the
plan of the Green Tree Planting Project of the Provincial People's Committee;
Guiding businesses to organize activities in the month of action for the
environment in response to World Environment Day and International Biodiversity
Day, "Tree Planting Festival"...
c. Contributing comments on:
the Draft Decree detailing a number of articles of the Law on Environmental
Protection; the Draft Circular guiding the construction of eco-industrial parks
and eco-enterprises; Coordinating with the Departments, branches and units
participating in the study of the waste recycling economic model in industrial
zones and industrial clusters in Bac Ninh province; Model of design,
manufacture and application of automatic emission monitoring system in
industrial zones; Model of the process of collecting and treating plastic waste
in Bac Ninh province.
6.2. General assessment of
environmental protection work in industrial zones:
- Up to now, out of 10 industrial
zones in operation: 09 industrial zones have centralized wastewater treatment
systems up to the prescribed standards; 01 Industrial Park (Hanaka) has built and installed
equipment but has not been put into operation. There are 02 new industrial
zones, under construction of centralized wastewater treatment stations: Nam Son
- Hap Linh Industrial Park; Yen Phong II-C Industrial Park.
- Environmental management has come
into order. Timely solving enterprises' recommendations and problems on the
environment. Enterprises have a sense of strictly complying with regulations on
environmental protection, no serious environmental pollution incidents occurred
in the industrial park. The Bac Ninh IZA has strictly implemented the overall project of
environmental protection in Bac Ninh province, period 2019-2025; coordinated well with relevant units
in environmental protection for industrial zones. At the same time, guiding, supervising and inspecting waste management and
environmental sanitation in the prevention and control of the Covid-19
epidemic.

Inspection, examination and reception of citizens, settlement of complaints and
denunciations:
- The Bac Ninh IZA has well
performed the work of preventing and combating corruption, wastefulness and
other negative manifestations; there are no complaints or denunciations against
its officials,
public servants and employees. Notifying reception of citizen,
arranging working room and schedule for citizen reception;
promulgating Regulations on citizen reception and opening books to monitor
and handle complaints and denunciations according to regulations. Resolving petitions of
enterprises and workers in industrial zones, not to prolong the backlog.
- Strictly
implementing the reporting regime to relevant agencies: Periodically reported to the Provincial
Inspectorate; Online reporting on the work of inspection, inspection, citizen
reception, anti-corruption, complaints and denunciations on the Government's
web portal (ssokntc.thanhtra.gov.vn) and the Inspection Reporting and Planning System
(account: 18.H05.CVTT01). Reporting to the Department of Justice on reporting on law enforcement on
handling of administrative violations in the first 6 months of 2021; evaluating the effectiveness
of the legal protection work according to the Circular No. 03/2018/TT-BTP.
- Developing and implementing a plan to inspect
enterprises in industrial zones in the following fields after investment attraction:
construction, labor and environment… in 2021.
8.
Service provision activities:
- Provide information on industrial park
development planning, industrial park construction planning, land rental price
and occupancy rate of industrial parks, investment incentive mechanisms and
policies, orientation and industry of investment attraction, order and
procedures for investment in industrial parks, and other contents as prescribed
by law for investors wishing to invest in industrial parks, and related
parties.
- Regarding
the work of serving state management tasks: Monthly collecting, editing and
publishing IP newsletters (total 2,400 books in 2021); Supporting and providing
on-site investment guidance through website and phone for 360 businesses; Guiding and answering questions for about
300 businesses; Supporting to connect domestic and foreign businesses for 05 investors.
- Regarding
consulting services: has consulted for preparation of site clearance documents about 200ha; signed 10
project management consulting contracts with industrial park investors; Signed and implemented 60 contracts of labor safety training
for workers in industrial zones; Connected and provided services for about 20 businesses.
9. Prevention and control of Covid-19 epidemic in
industrial zones:
9.1. Prevention and control of Covid-19 epidemic :
- Following
the direction of the Provincial Steering Committee for Epidemic Prevention and
Control, the Bac Ninh IZA has coordinated with the Department of Health, the Provincial
Public Security and relevant sectors to plan for operation of 40 working groups, in charge of guiding, supporting
the Steering Committee for Epidemic Prevention at Enterprises; In 2021, number of enterprises inspected and guided on the prevention of Covid-19 are: 1,292 turns of enterprises
out of 1,150 operating enterprises. In addition, the Bac Ninh IZA has cooperated with the
Department of Health to organize 03 online training sessions with nearly 1,000
businesses participating in each.
- The Bac Ninh IZA has coordinated with the Department
of Health, Steering Committees of districts, towns and cities to be present at
enterprises when detecting positive cases to direct and immediately organize
epidemic prevention and control measures, at the same time planning to continue to
maintain production and business activities. Requesting businesses to
communicate to employees to seriously implement “2 destinations - 1 road”, 5K message of the
Ministry of Health, etc.
- Organizing guidance on
threading, isolation and testing for employees working at businesses with Covid-19 cases in assication with "safe and flexible adaptation,
effective control of the situation and evolution of the covid-19 epidemic".
In which, there are temporary regulations on isolation and testing for
high-risk and low-risk F1 cases,
for those who have been fully vaccinated and have not
been vaccinated.

organize the implementation of vaccination for employees at enterprises

10. Results of activities of the IP Trade Union:
Implementing the financial collection,
expenditure and management of the trade
union in
compliance with the regulations of the State and the Vietnam General
Confederation of Labor. Well performing the assignment of staff to monitor, inspect and guide the
grassroots trade union to do well the collection and expenditure of trade union
fees and expenses. Paying attention to the development of union members,
building a strong trade union organization; improving the quality of performance
of trade union staff. In 2021, 94 new trade unions were established and
8,206 new members were developed; bringing the total number to 706 Communist unions
directly managed with 132,733 union members. Well performing the task of taking care of life, protecting
the legitimate rights and interests of union members and employees;
Coordinating with boards of the provincial Labor Confederation, the grassroots trade
unions to organize
a review of the families of workers
and employees with extremely difficult circumstances to
propose giving them gifts on the occasion of the Lunar New Year. Implementing the Program
"Improve the quality of negotiation, signing and effective implementation
of the collective labor agreement"; Organizing the program "Tet reunion - Workers' Day
- Gratitude market".
Coordinating with the Bac Ninh IZA to settle the petitions of the employees.
Propagating, mobilizing, educating to raise awareness for union members and

and directing the Congress of grassroots Trade Unions in accordance with the
provisions of the Charter of Vietnam Trade Union; Approving the final
settlement of the grassroots trade union budget according to the plan; Well

the work of mobilizing female workers, officials and laborers; financial work;
the prevention and control of the Covid-19 epidemic; participating in the
inspection teams of the epidemic prevention and control of the Bac Ninh IZA and the
delegations established by the decision of the province; Maintaining the operation of
the Trade Union Audit Committee, developing and organizing the implementation of the plan for the
inspection of the trade union in 2021 (due to the covid-19 epidemic, only 16/81
units can be inspected); Performing other tasks.

SOME ADVANTAGES, DIFFICULTIES AND
LIMITATIONS
1. Advantages:
- Regularly
receiving
the attention, direction and facilitation of the Government and the Prime
Minister; the support, facilitation, professional guidance and direction of the
Ministry of Planning and Investment and relevant ministries and branches at the
central level.
- The very
flexible and creative direction, the drastic and reckless actions of the provincial leaders, especially the leader in
comprehensively directing and operating activities on development and operation
management of industrial zones, especially at the time of the Covid-19 epidemic
appeared in industrial zones and in the province; the active, responsible and
effective coordination of: departments, branches and specialized agencies under the Provincial
People's Committee; relevant agencies of the Central Government located in the
province; People's Committees of districts, towns and cities where IZs are
operating;
and enterprises investing in infrastructure in IPs.
- The drastic
direction of the collective Party Committee, leaders of the the Bac Ninh IZA, creating unity in direction;
consensus and determination of cadres, civil servants, public employees in the
process of performing assigned tasks.
- Regulations
on organizational apparatus; performance
of functions, tasks and powers according to
decentralization and authorization on the basis of management contents
according to Decree No. 82/2018-ND-CP, dated May 22, 2018 of the Government on
management industrial parks and
economic zones; all these have contributed to promoting
dynamism, creativity, as well as the autonomy and self-responsibility of the Bac Ninh IZA and
investors in the IPs.
2. Difficulties:
- Laws, Decrees and guiding documents related
to investment, planning, development and operation of industrial zones have
many inconsistent points; There have been many changes in short time, the process of change has
not been synchronized, leading to many difficulties in the application and
implementation, easy confusion, incorrect application.
- A number of
documents regulating and guiding in the process of performing the tasks
authorized by the ministries, branches and the Provincial People's Committee
for the Bac Ninh IZA
are not really specific, clear, and there is no consensus on competence and responsibilities in performance; The coordination between
the Bac
Ninh IZA and
relevant specialized agencies is not really good, leading to difficulties in
handling administrative procedures and recommendations of investors in industrial
zones.
- Regulations
on the focal point for state management of activities in the IZ in a number of
specialized fields sometimes do not agree on the authority between the Bac Ninh IZA and the relevant departments and branches. Regulations on coordination have been issued, but it’s not really ensured
coordination in practice.
- Specialized
software of some ministries cannot be synchronously connected with local and
government applications, leading to difficulties in the process of
exploitation, use and operation management.
3. Limitations, existance:
-
The work of administration reform has not been
implemented synchronously; the
rearrangement of the organizational apparatus, the construction of job
positions, the re-defining of functions and tasks is slow to be implemented as
scheduled; IT application, digitization, digital transformation, information
system building in operation management in industrial zones have been slowly
implemented.
-
The work of consulting and planning the construction of key works and projects
with the nature of linking and developing between industrial zones, between the
planning of industrial zones development and the development of social
infrastructure for employees is still limited and
inadequate; The progress of site clearance
in some projects is slow; there are not timely solutions
for some projects which are
slowly implemented.
- The work of support, investment promotion, management
after licensing is not really effective; a number of projects related to the
completion of legal procedures for investment incentives have taken place for a
long time and have not been consulted for a definitive and timely settlement.
- Not really proactive in forecasting demand, supporting
the source of labor and employment, and not promptly meeting the demand for
labor and employment for enterprises in industrial zones.
- The inspection and
supervision of the representative division in the IZs is not maintained regularly for a long
time, leading to: (i) not timely detecting and removing difficulties,
obstacles, recommendations, proposals of enterprises in the industrial zone;
(ii) slowly detecting and handling some araised situations of security, order, fire
safety... in industrial zones.
- Environmental management
still has many shortcomings, there are still some enterprises in the IZ that do
not fully comply with regulations on registration of waste sources as
prescribed.
- The emulation and
commendation movement for enterprises in the IZ has not been really effective.
4. Causes of difficulties and limitations:
- In the past
year, the international situation was complicated with many unfavorable
factors; world economy, global trade growth slowed down; The Covid-19 epidemic
has developed unpredictably with new strains... All these have greatly affected the production activities of
enterprises in industrial zones in the province.
- Laws, Decrees
and guiding documents related to investment, planning, development and
operation of industrial zones (between the decree on management of industrial
zones and specialized laws) have many shortcomings. The consensus in short times has changed a lot, the
process of change has not been synchronized, leading to many difficulties in
application and easily confusion.
- The
coordination and regulation of the state management focal point for activities
in the IZ in a number of specialized fields is still scattered with no consensus on authority
between the Bac Ninh IZA and relevant departments and branches. Regulations on coordination
between the Industrial Park Management Board and relevant authorities have been
issued, but not really coordinated in practice; Regulations on coordination
have been issued, but it’s not really ensured
coordination in practice.

TARGETS,
ORIENTATION, SOLUTIONS
TO PERFORM THE TASKS IN 2022
I. TARGETS, ORIENTATION
1. General targets and orientation:
In 2022, it is
forecasted that the situation in the world and the region will continue to be
complicated and unpredictable in the context of intertwined difficulties and
advantages, the heavy impact of the Covid-19 pandemic may still linger. The global
economy and trade recovered, but there are still many potential challenges. Natural
disasters and epidemics are increasing in extent and scope...
- The Bac Ninh IZA will determine to strive to perform well the
state management in all fields; continue to build and develop supporting
industries; to build and develop industrial zones in association with urban
areas in a modern and synchronous direction; continue to promote reform of
administrative procedures, publicity and transparency, creating all the most favorable conditions for
investors. To focus on attracting investment in large-scale, high-tech and
environmentally friendly projects; contribute
to maintain comprehensive development of the province,
especially GRDP growth rate among the top of the country; industrial production
value is increasing; is a bright spot in terms of attracting investment,
especially attracting FDI in the top 10 nationwide; implement the policy of
developing green, clean and environmentally friendly industrial zones and
industrial zones in accordance with local development orientations; affirm as
one of the attractive destinations; well prepare conditions to catch the investment attraction "wave" in Bac
Ninh province in 2022 and the following years.
- Striving for
2022: 100% of affiliated party
cells will complete their tasks well, of which, 20-25% of those successfully
complete tasks. The IZA’s Party Committee successfully complete its tasks; Agency and socio-political
organizations will successfully complete their political tasks and be strong. 100% of
cadres and party members successfully complete their professional tasks, showing no signs of
breaking the law, and not violating the regulations on what party members not to be allowed to
do. Over 95% of party members successfully complete their tasks. Admit 1-2
elite masses to the Party. Introduce and foster 1-2 elite masses to participate
in training courses for Party admission to create a source for the development
of Party members. 100% of mass organizations achieve strong results.
2. Some
specific objectives in performing professional tasks:
2.1.
Regarding planning and development of industrial zones:
- Focus on
directing and guiding the definitive
completion of legal procedures related to industrial
zones that have existed from previous periods.
- Complete the
formulation of the Industrial Park Development Scheme for the period of
2021-2030 and orientation to 2030 after the provincial planning being approved, and
submit it to the competent authorities for approval.
- It’s estimated to start
construction of 3 to 5 industrial park infrastructure investment projects;
bringing the total number of industrial parks into operation to 13/16 zones; completing legal
procedures according to regulations
in order to prepare to put into operation 03 new industrial zones
approved by the Prime Minister for investment policy.
- The average
occupancy rate of industrial zones that have been put into operation shall reach 60% or
more.
2.2.
About investment:
It is expected
to attract about 105 secondary projects to invest in industrial zones with a
total newly registered and adjusted investment capital of about 1,150 million
USD; Especially:

Value of the industry production:
It is expected
that secondary enterprises in industrial zones will generate:
- Industrial
production value: about 1,300,000 billion dong;
- Revenue: 1,400,000 billion dong;
- Export
value: about 37 billion USD;
- Import
value: about 25.5 billion USD;
- Budget
revenue through taxes: about 12,500 billion dong.
2.4. Regarding labor and employment:
It is expected that industrial
parks in the province will create new jobs for about 15,000 to 20,000 workers.
2.5. About environment:
Strengthening environmental
protection, especially towards enterprises with high risk of causing environmental pollution,
projects in the construction phase; Connecting and signing a contract for
wastewater treatment services with the Infrastructure Investment Company.
Striving for 100% of industrial zones in operation to have a centralized
wastewater treatment system that meets environmental standards.
II. KEY TASKS AND
SOLUTIONS FOR IMPLEMENTATION

2. Implementation solutions:
In order to
successfully implement the key goals and tasks in 2022, the Party Committee and
leaders of the Bac Ninh IZA have agreed to propose a number of specific solutions as follows:
Firstly, actively promote administraion reform in a synchronous, substantive and
comprehensive manner; focus on definitively solving the limitations
that have been drawn in 2021; pay attention to organizational reform, builing job positions,
rearrangement of working positions accordingly; promote IT
application, implement digitalization and digital transformation in association
with building and effectively operating an information system on management of
industrial parks in the province.
Second, closely
monitor and promptly advise the Provincial People's Committee to adjust and
supplement the planning of industrial zones in the province; speed up the
progress of site clearance and construction of key projects that are associated
with regional development; strengthen the quality management of construction
works in industrial zones; manage the effective use of the land area already
planned for the development of industrial zones.
Third, actively creating, being flexible
in support and investment promotion, proactively from opening the door to
knocking on the right door, with the right focus, increasing both quality and
quantity, attracting large projects of spreading, in line with the current
Covid-19 situation, consistently implementing the criteria: "2 less; 3
high; 5 ready and 1 not". (2 less are: less labor, less land; 3 high are: high investment capital,
high economic efficiency and high technology; 5 ready are: ready space,
human resources, reform, support and anti-epidemic; 1 not is zero pollution).
Fourth, good control of epidemics,
support for entry and isolation of foreign workers; good forecast of labor demand; actively
coordinate to improve the business environment, strengthen measures to remove
difficulties for enterprises; maintain the effective operation of business
support working groups, hotlines, etc., contributing to maintaining stability
and boosting production and business activities.
Fifth, increase environmental
management, strive to fulfill environmental targets, 100% of operating
enterprises have centralized wastewater treatment systems according to
standards.
Sixth, strengthen inspection and inspection activities, and
restore the operation of the Representative Offices in industrial zones;
coordinate with the Provincial Public Administration Center to organize the
effective operation of the "one-stop shop" model right at the
industrial zones in order to timely detect, guide and support to effectively
deal with the arising cases, problems at enterprises in industrial zones; ensure security, order, safety; fire prevention and fighting
are detected and remedied in time, so no serious cases occur.
Seventh, launch emulation and commendation movements for enterprises
in the industrial park.

RECOMMENDATIONS,
SUGGESTIONS
I. For the Central Government:
1. Suggest that the Government soon submit to the National Assembly a
plan to develop and promulgate a law on IZs to ensure the legal stability of
the IZs as well as the actual management of the IZs. Besides, to overcome the conflicts and
inconsistencies in the sub-law documents on IZs and state management of IZs.
2. Request the Government to issue and guide the development of social
infrastructure for workers in industrial parks; develop social housing and
related infrastructure systems and surrounding areas for the purpose of
developing communities around the IP.
3. Request the Central Ministries and sectors: To specifically guide and
direct the implementation of the mandated tasks specified at Point b, Clause 3,
Article 63 of Decree No. 82/2018/ND-CP, contributing to promote the dynamism,
creativity, as well as the autonomy and self-responsibility of the Management
Board in the process of performing tasks.
To soon
complete the synchronization of application softwares, in order to ensure
compatibility with local applications, and create favorable conditions for
localities in the process of exploitation and use.
II. For the province:
1. Pay attention to direct investment and development infrastructure, focusing on
linkages between localities in order to support each other to develop; develop linkage
models according to the specific strengths of each locality; Develop high technology parks on the basis of industrial zones in order
to overcome the lack of concentration, to link and promote the highest efficiency of
infrastructure investment works.
2. Direct localities having
industrial zones to highly focus on site clearance in ongoing
projects which have had obstacles and newly established projects, ensuring the handover of clean ground to investors
according to the plan; continue to pay attention to propose really appropriate
policies in accordance with the law to support and promote investment in
technical infrastructure works outside the fence of industrial zones and
preferential policies of the province for with investors.
3. Allow the Bac Ninh IZA to reorganize the activities of the Representative Offices in the IPs, in
association with the implementation of the "One-stop shop" mechanism
right at the IPs; supply additional resources of civil servants and public employees for IZA on the basis of
organizing the apparatus in a lean direction.
4. Improve the management role of social issues in industrial zones,
on the basis of supplementing for
the Bac Ninh IZA the task of managing housing,
socio-cultural works in industrial zones and supporting to improve the living
environment for employees when supported by the State. Supplementing functions
and tasks for the Industrial Park Development and Support Center in supporting
information and dealing with social, residence, etc., in order to improve and
ensure the quality of the living environment for workers. They have better
access to the supply of rental housing and can support the formation of
residential communities in industrial zones.

OF EMULATION CRITERIA IN 2022

win the title of “excellent labor collective”, and requesting the Ministry of
Planning and Investment and the People's Committee of Bac Ninh province to

Minister of Planning and Investment;
6. 02 collectives and 03 individuals to be awarded certificates of merit by the
Chairman of the Provincial People's Committee.
