The gross regional domestic product (GRDP) of the province in the first quarter at the 2010 comparative price was estimated at 33,334 billion VND, a rather high increase of 8.32%. The growth result in agriculture, industry with high growth, service with mild growth, demonstrating the ability of the business community to connect with the market, the ability to recover the consumption of goods produced in Bac Ninh on a global scale, nationwide and in the province.

The obtained growth of Bac Ninh in the first quarter was very impressive, along with the task of building the infrastructure, smart city, the program of developing new urban and rural areas, to become a city directly under the Central government. At the same time, the Provincial Party Committee led closely and specifically to implement the Resolution of the 13^th National Party Congress and the 20^th Provincial Party Congress; well prepared the election of deputies to the 15^th National Assembly and deputies of the People's Council at all levels for the term 2021-2026.

Speaking at the 4^th Provincial Party Executive Committee Meeting, Mrs. Dao Hong Lan, Member of the Party Central Committee, Secretary of the Provincial Party Committee directed 8 specific groups of issues, focusing on the political tasks, taking initiative in preventing and controlling the epidemic, following closely the quarterly growth situation, completing the tasks in 2021; At the same time, paying attention to he strategic tasks for the whole period to 2030 and the plan for 2021-2025.

The Secretary of the Provincial Party Committee emphasized that it is necessary to focus on completing the Planning of Bac Ninh province for the period 2021-2030, with a vision to 2050; implementing the urban upgrade projects in the whole province; organize the making and approval of the subdivision planning, detailed planning towards becoming a centrally-run, green, smart, sustainable city…

In order to create new motivation, promote the new comparative advantages and competitive capacity of the province, the Secretary of the Provincial Party Committee directed the review of mechanisms and policies to attract investment in the new period, in the direction of priority to attract large domestic and foreign corporations and enterprises for investing in the province in the fields of: Hi-tech industry; finance; commerce-service; large-scale ecotourism, resorts, amusement and entertainment parks; high-tech agriculture... carefully prepare conditions for holding the Investment promotion conference, connecting the domestic and foreign enterprises; developing the private economy. Particularly attach much importance to the quality of making the medium-term public investment Plan for the period 2021-2025; review the decentralization of capital construction investment management, decentralization of budget management to adjust, make and build the appropriate plans for public investment, to ensure compliance with the regulations of the law; ensure feasibility in balancing resources, in order of priority.

It can be said that the theme of the 20^th Provincial Party Congress attaches great importance to the element of “innovation” and the theme in 2021 also continues to emphasize this element, give prominence to, set example of and improve the pioneer dynamism, transparent management, administrative reform, take the people’s satisfaction as a measure of the operation efficiency of the political system. Those factors become the driving force for the development based on new fundamental factors, which are the achievements of the Fourth Industrial Revolution, building smart city; shifting, promoting the dynamic comparative advantages, taking advantage of the trend of shifting FDI inflows; developing the digital economy, improving productivity, quality, efficiency and competitive capacity; attracting and effectively using the resources, creating a new driving force for the growth pole of the Capital region. Solve well the environmental problems in the conditions of Bac Ninh with the production transformation in the craft village, building a model of community-based environmental protection, clean and organic agriculture, production in the direction of circulation in the rural area; livelihood program for the people associated with the environmental services. Promote the urban convergence associated with a new ecosystem of a creative urban economy, improve productivity, create new advantages, and transform the economy to adapt to the urbanization process. Form a center for hi-tech development and research and development (R&D); information technology park, business incubation.

Promote the motivation from the cultural factors, create harmony between the modern development and traditional culture of Bac Ninh - Kinh Bac; give prominence to the leadership value system with the core of pioneering, promote and converge talents... Implement the inclusive growth, promote the social values, and ensure the comprehensiveness between the growth and quality, management effectiveness, urbanization attached to modernization, build the centrally-run city in a green, smart, civilized, modern and sustainable direction.
